Duties and Responsibilities

Develop a Training Toolkit on Institutional Arrangements for Effective Digital Data Governance to Accelerate Digital Government Transformation - hereafter referred to as “Training Toolkit”.

In line with the specific country demands and challenges in instituting digital data governance framework, the Training Toolkit will help users with developing a digital data governance framework and acquire in-depth understanding of the specific themes of the selected important pillars for digital data governance, the major building blocks and conditions for establishing and strengthening the important pillars, the strategy and road map for establishing the pillars, and innovative country practices. The Training Toolkit will also elaborate on the importance of changing mindsets and building digital skills and capacities of government officials and strengthening collaborative partnership with society for instituting a robust digital data governance to advance digital government transformation and innovation while ensuring that no one is left behind.

The Training Toolkit will include key concepts, good practices, exercises and readings with clearly defined approaches and tools for a situation analysis, developing a vision, strategy, and action planning with follow-up activities. The Training Toolkit can be customized to the specific country context for users.

Qualifications/special skills

Academic Qualifications: Advanced University degree in public administration, economics, international development/relations and/or related field. Experience with learning design is highly desirable.
Experience: • Minimum 10 years of professional working experience in digital government at the international level
• Minimum 5 years of relevant and progressive experience with international development and sound knowledge of the 2030 Agenda for Sustainable Development
• Extensive experience in digital government related to public administration projects
• Considerable experience in digital governance projects
• Five years of relevant professional experience in the development, design and management of e-learning materials and courses
• Knowledge in Learning Management Systems (LMS) specifically Moodle platform desirable
• Experience with UN Capacity development work desirable
• Experience working on e-learning courses with developing countries desirable
Language: English and French are the working languages of the United Nations Secretariat.

For the post advertised fluency in spoken and written English is essential.
