Org. Setting and Reporting

This position is located in the Policy and Monitoring Branch of the Office of the Special Adviser’s Division for Policy, Monitoring and Global Advocacy. The Data Analyst reports to the Chief of Branch, through his or her team leader, on product development. The Data Analyst will also report to the Senior Programme Management Officer of OSAA’s Strategic Management Unit, on the mainstreaming of data in all of OSAA’s products. Responsibilities

Within delegated authority, the Data Analyst will be responsible for the following duties:
• Locate, analyze, evaluate and define new data analysis process and makes recommendations for their deployment and improvement.
• Identify appropriate knowledge and data sources for the preparation of analytics and knowledge products to support the Office’s policy and advocacy functions.
• Collaborate with data engineers and data scientists and support non-specialist staff to improve data flows, data quality, and data-driven products such as policy briefs, analytical reports, briefing notes, etc.
• Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality to support policy and advocacy products and ensure the regular update of the UN Monitoring Mechanism.
• Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data
• Develop and implement various analysis, reporting and quality control capabilities to promote a new narrative on Africa and for Africa, in line with OSAA’s Strategic Agenda.
• Collaborates with other UN entities and stakeholders to promote integrated research, data analytics and policy analysis.

Education

Advanced university degree (Master’s degree or equivalent degree) in computer science, data science, analytics, statistics, information management, or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required.

Experience in using data to inform decisions, strategies and execution is required.

Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required.

Experience in tools managing version control such as Git is desirable.

Experience with database or programming languages (SQL, Python, R) is desirable.

Experience in analyzing or monitoring data in relation to the implementation of the 2030 Agenda or the African Union Agenda 2063 is desirable.

Experience on African issues is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English, (both oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
