Tasks
• The assignment includes the completion of the following tasks:
o Review the current version of the SAM provided by work done so far on the SAM at the MOEP particularly with regards to the construction of Input/output tables
o Aggregate the current SAM and set up appropriate methods and make reasonable assumptions where data are missing, and using a standard spreadsheet software
o Disaggregate unskilled labour force between formal and informal categories.

The Ministry of Planning and Economic Development of Egypt (MoPED), UNESCWA and ILO are proposing to develop a web based CGE model for Egypt to support policy analysis of growth, employment and inequality. As a first step, there is a need to construct a Social Accounting Matrix (SAM) that can take into consideration the government needs and suggestions.
The dialogue with MoPED suggests focussing on the distinction between formal and informal production in order to support the policy dialogue occurring currently in the country and to take into consideration the differentiation on the productivity of the informal and formal.
Sectoral decomposition: The SAM should include at least 21 sectors and commodities. The following sectors should be identified separately:
• Agriculture
• Mining
• agri-food
• Beverages and tobacco
• Cotton Textile and Leather
• wood and paper
• Chemical
• Other manufacturing
• Electricity, gas, and water
• Construction
• Wholesale and retail trade
• Transportation and storage
• Accommodation and restaurant
• Information and communication
• Finance and insurance
• Real estate activities
• Business services
• Public administration
• Education
• Health and social work
• Other services
Labor categories: A special focus should be given to the differentiation between formal versus informal production. This is why the SAM should include four segments, by level of educational attainment and formality:
• Labor less that primary formal
• Labor less that primary informal
• Labor secondary
• Labor tertiary
Households' categories: In addition, to be able to study the redistributive impacts of various policies households will be disaggregated in four groups according to their level of revenue.
Skills: 1- Previous experience in working with international organizations is an advantage. -2 Previous experience working with Saudi officials is an advantage.
Academic Qualifications: Advanced university degree (Masters or PHD) preferably in a specialized field of economics or a related field is required.
Experience: 5 years of experience in command of SAM building and CGE modeling techniques is required.
Language: Fluency in written and spoken English and Arabic is required.
