Org. Setting and Reporting

This position is located in the Software Products for Member States Unit (SPMS), in the Information Technology Service (ITS) – Digital Transformation and Solutions (DTS), within the Division for Management (DM) of the United Nations Office at Vienna (UNOV)/United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Project Coordinator (Information Systems) leading the Enforcement Solutions (LES) team and the overall guidance of the Chief, Software Products for Member States (SPMS).

Responsibilities

Within assigned authority, the incumbent will participate in the development, implementation and support of sustainable and affordable IT web-based solutions to be deployed in key government institutions of Member States including anti-corruption and law enforcement agencies. The Computer Information Systems Assistant will be responsible for the following specific duties:

• Develop, test and debug web-based applications and web services using Microsoft .NET technologies (ASP.NET MVC, WPF, and Windows Forms) in addition to other technologies such as: SQL, HTML, JavaScript/TypeScript, AngularJS/Angular.
• Maintain, enhance, and support the goCASE Web Edition and develop new extensions / modules as assigned by the Team Leader.
• Prepare technical and user documentation for deployed computer application systems, as well as training materials, and conduct technical presentations using UNODC standard tools: MS Teams, Visio and MS Office products.
• Maintain functional specifications for computer application systems, programs and procedures developed and/or modified.
• Provide support for deployed computer application systems including version management, deployment, and data recovery.
• Perform any other work-related duties required.

Education

High School Diploma or equivalent. Certification in C#.NET technologies is desirable.

Job - Specific Qualification

Passing the Global General Service Test (GGST) is a prerequisite, i.e. is required, for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.

Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Work Experience

A minimum of seven years of relevant technical experience in web-based systems analysis, development and programming using Microsoft .NET Framework/Core + C#, ASP.NET, AngularJS/12, Entity Framework/Core and strong T-SQL is required.

Work experience using Octopus and Azure DevOps. is required.

Experience in developing mobile applications is desirable.

Experience in a test-driven development is desirable.

Experience in working with DevExpress library is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.

Assessment

Evaluation of qualified candidates may include a technical test and a competency-based interview.

Special Notice

This is an extra-budgetary post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
