Result of Service

The project will cover the following tasks and other related activities using the questionnaires prepared by ESCWA under the same project:
- Collect responses from health providers on the questionnaire on barriers to trade in health services
- Collect responses from education providers on the questionnaire on barriers to education services
- Collect additional information on health and education providers using a template prepared by ESCWA
- Identify rules and regulations governing trade in education and health sectors in collaboration with the Ministries of education, health and economy in Palestine
- Prepare a database on responses from health and education providers using an appropriate template to facilitate the interpretation and analysis of the responses

Duties and Responsibilities

The consultant will review gather information and collecting responses from health and education providers in Palestine on barriers to trade in both sectors as agreed with the Ministry and UNCTAD. This assignment is within the scope of Joint ESCWA/UNCTAD technical assistance to Palestine under the 13th Tranche of the DA Project-Trade policies & frameworks to foster regional integration & the achievement of the Sustainable Development Goals in selected conflict and post-conflict Arab countries.

Qualifications/special skills

Academic Qualifications: Advanced university degree in applied economics. Having a PhD is desirable
Experience: - At least five years of relevant experience in designing and implementation of technical assistance activities on trade reforms in developing countries in general and Palestine in Particular
- Strong knowledge of regulations on trade in services. Specific expertise in trade in education and health in Palestine is an advantage.
- Familiar with the Palestinian economic policies.
- Experiences in undertaking and analysing surveys.
Language: Fluency in English is required. For this specific position, knowledge of Arabic is also required.

Additional Information

No travel costs is available. The consultant should be based in Ramalah to undertake the various tasks.
