Org. Setting and Reporting

The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $80+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Fixed Income Team of OIM. The incumbent reports to the Investment Officer External and Sustainable Investing.

Responsibilities

Under the overall supervision of the Director of Fixed Income, the incumbent will perform the following duties:

1. Assists the Investment Officer External and Sustainable Investing (IO) to manage and invest the assets of the Fund in fixed income markets.
a. Balances long-term strategic goals with short-term performance objectives to outperform return benchmarks.
b. Monitors the performance, portfolio exposures and conduct appropriate analysis of the External Managers regularly at the direction of the IO.
c. Complies with risk control parameters as delineated in the Investments Policy, Procedures Manual and External Management Policy and supports the team in recommending and implementing suitable external managers with a goal to produce the optimal investment return that avoids undue risk.
d. Integrates Principles of Responsible Investments into investment analysis and due diligence and monitors externally managed holdings, subject to IMD's standards of fiduciary responsibility to the Fund.
e. Conducts portfolio review periodically and presents in the Portfolio Review Meeting.
f. Conducts portfolio analysis using risk tools and analytical tools.

2. Conducts careful and thorough investment research:
a. Performs analysis through external manager databases and engaging in other research activities to help identify a subset of external managers to be further considered for hiring.
b. Reviews investment research and discuss with strategists, economists, security analysts through brokerage community and the Advisors/Research Providers.
c. Collaborates with the team to conduct manager searches and evaluate prospective managers, ensuring a high level of accountability and transparency.
d. Attends investment conferences and Seminars to access academia and industry experts.
e. Assists in evaluating the quality of the advice of recommendations submitted by the Fund's research providers and vendors. This includes, assisting in conducting due diligence, analysis, monitoring and appraising the performance of external managers to be employed or employed by fixed income.

3. Makes specific investment recommendations
a. Ensures Fund’s four investments criteria; i.e. safety, profitability, liquidity, and convertibility,
b. Makes specific investment recommendations on external managers to achieve optimum investment performance with careful review of the portfolio’s investment objectives and risk tolerance,
c. Presents and discusses investment recommendations to IO External and Sustainable Investing as well as wider fixed income department where appropriate,
d. Participates in the discussions and development of investment recommendations for asset allocation for the Fund.

4. Reporting
a. Assists in the preparation of reports accurately and timely to the Representative of the Secretary-General for the Investments of the UNJSPF, Chief Investment Officer and Director of Fixed Income when requested.
b. Assists the Director of Fixed Income in reporting on investments and related matters to governing bodies.
c. Assists with drafting the recommendation report upon completion of manger searches with supporting documentation of process and thorough quantitative analysis.
d. Supports the team to prepare documentation and participates in presentations on the performance of the externally managed portfolio.

Education

Advanced university degree (Master's or equivalent) in Business and Administration (MBA), Finance, Economics or related field is required. A first degree level university degree in combination with two additional years of experience in investment management may be accepted in lieu of the advanced degree.

Work Experience

A minimum of five years progressively responsible experience in fixed income investment management and/or working in an investment related environment is required.

Experience using external manager databases, search tools and a proven track record in selecting external investment managers for pension funds or established financial institutions is required.

Demonstrated experience in due diligence for selecting and monitoring externally managed fixed income funds and mandates is required.

Experience in portfolio management and/or investment analysis of fixed income securities and markets is desirable.

Experience in sustainable investment strategy and/or ESG considerations within fixed income, is desirable.

Experience in coordinating meetings and drafting investment related reports to governing bodies is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
