This position is located, in Juba, in the United Nations Mission in South Sudan (UNMISS). The Fuel Assistant will work in Fraud Prevention Cell and report to the Chief Fuel Unit.
Within delegated authority, the Fuel Assistant will carry out the following duties:
Implements petroleum, oils and lubricants (POL) provisions and related services to the Mission-Assists and coordinates on the job training of junior staff members.
Verifies payment requests against invoices and delivery notes.
Verifies unloaded measured quantity against delivery notes and adjust the inventory.
Validates requests; certifies and forwards requests of bulk fuel to contingents and other users for authorization.
Monitors and updates relevant EFMS 2 software for tracking, reconciliation, and costing purposes.
Provides the detailed assessment of fuel consumption rates based on the expert knowledge in Fuel Fraud Prevention system and methodology.
Monitors fuel consumption patterns using the expert knowledge of EFMS-2 and makes any required adjustment/changes to Fuel Consumption Units (FCU) based on Mission specific conditions.
Prepares data/and information and develops standard operating procedures.
Prepares data and information for developing the requirement of support equipment-
Prepares data and information for developing Statement of Work (SOW) and other relevant documents.
Develops and updates the Mission Fuel Plan and the Unit's work program.
Verifies and consolidates input and data for budget preparation, and forward for budget development. Prepares data and information to respond to audit requests
Establishes a system to conduct daily, weekly, and monthly reconciliation of fuel receipts and issues.
Analyzes and verifies incident reports-Analyzes usage and historical consumption of fuel, oils and lubricants.
implements the internal control systems including accounting, reports on and maintains all electronic copy records to ensure a proper audit trail.
Analyzes rate of consumption of UNOE/COE equipment monitored by Electronic Fuel Management System (EFMS) based on the best fuel consumption monitoring practices and forward recommendations.
Monitors that Mission strategic and local reserves are maintained at adequate levels at all times.
Monitors and reports contract performance to ensure compliance with contractual Key Performance Indicators (KPI), schedules and cost objectives.
Performs other related work as required.

High school diploma or equivalent is required.
Technical or vocational certificate in Fuel, Petroleum, Oil and Lubricants (POL) or related discipline from internationally recognized organizations, e.g., lATA is desirable
At least eight years of progressively responsible experience in three or more of the following areas are required: (I) the operation of field fuel installations and fuel handling procedures; (2) fuel contract administration; (3) quality assurance/quality control procedures related to POL operations in a field environment; and (4) Safety, Health and Environmental procedures related to POL operations. (5) Experience in EFMS or similar computer accounting systems.
Experience in managing support services in international operations in a post conflict environment is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
