Cadre organisationnel

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community.

Within the ICAO Administrative Bureau (ADB), the hybridization team is responsible for ICAO meetings’ seamless transition from virtual to hybrid, which are held both in-person, and virtually to provide Opportunities for all Member States. With the continued prevalence and increase hybrid meetings, ICAO meeting organizers and stakeholders need to develop hybrid technical production skills to execute and deliver successful meetings. As part of hybridization team’s mandate, they are responsible to empower ICAO meeting organizers who are new to producing and delivering hybrid events with an introduction to platforms and equipment terminology; evaluating & organizing content, timelines and other deliverables; preparing backup plans; and evaluate their internal capabilities to determine resources for hybrid meeting.

Under the supervision of the project manager, the incumbent ensures the development of the training material and the coordination of the training processes required for the deployment of the Hybrid Meeting Service. S/he will consult with other team members to execute hybridization setup for ICAO meetings throughout the organization. S/he is expected to demonstrate initiative and autonomy for contingency management based on the work in progress. S/he will be providing regular progress reports on her/his training activities during operations coordination meetings.


Creates and manages the hybrid training implementation plan assigned for ICAO meeting stakeholders, achieving results such as:
• Create and design learning material and content for each stakeholder (organizer, chairperson, moderators, both virtual and in-person participants etc.).
• Work with Venue Management Team and subject matter experts and identify target audience’s training needs.
• Apply tested instructional and guidelines design, and methodologies.
• Create exercises and activities to enhance the learning process such as dry runs and tests.
• Create supporting materials and media (such as video, graphics, audio, etc.).
• State end goals and create content that matches them.
• Conduct research and analysis on learners and context.
• Develop assessments of the effectiveness of the learning materials.
• Manage training requests emanating from the assigned bureau/section/unit.
• Interact with CTS constantly to collaborate in the identification of training needs and to propose training solutions that meet their needs.
• Consider and reflect training needs identified by clients.
• Provide appropriate responses to queries and requests.
• Conduct the planning of training activities and coordinate corresponding promotional strategies.
• Report to the project manager on the training activities for the assigned stakeholders.

Coordinates the training implementation each hybrid meeting stakeholder in ICAO Headquarters, achieving results such as:
• Manage the coordination and delivery of the training activities for event organizers (both business and VEM), chairperson, speakers (virtual and in-person), moderators (virtual and in-person), participants (virtual and in-person), and technical team
• Develop, plan and monitor training schedules in the corresponding to hybrid event stockholders.
• Produce correspondence related to the delivery of training courses including invitation
• Coordinate the production of trainee material and guidelines (supporting documentation tailored to the requesting entity training needs).
• Prepare reports identifying technical content issues related to the training/tests/dry runs delivered, to be addressed by project manager.
• Coordinate the implementation of the ICAO Post Training Evaluation Methodology for courses under his/her portfolio.
• Coordinate the implementation of the training portfolio with academic institutions for undergraduate and postgraduate programmes.

Coordinates and supports project team to design best practices, achieving results such as:
• Produce set of guidelines, ethics, or ideas that represent the most efficient or prudent course of action for hybrid meetings.
• Collect, store and share best practice materials originating in all four category of hybrid meetings.
• Organize follow-up action as required on best practices and lessons learned activities.
• Assist training centres and consultants in queries and requests for information regarding assessments.
• Liaise and coordinate with UN partner organizations on all issues related to hybrid meeting lessons learning and knowledge sharing.
• Promote the integration of lessons learned, best practices and other operational knowledge into hybrid meeting planning scenarios;

Supports the design and development of ICAO-recognized training packages to ensure the effective implementation of the hybrid meeting for all four categories, achieving results such as:
• Coordinate with project User group for design and development training materials and guidelines as well as follow up on their requirements.
• Coordinate logistics and resources needed in the process of the design and development of the training materials.
• Organize the validation delivery of the training, ensuring the right target population is invited.
• In consultation with the project team and the user groups, design and implement a guideline development process.
• Promote the active use of training guidelines and materials.
• Coordinate the translation of guidelines, training material and best practices into ICAO languages, as necessary, and liaise with the LP to process and build a corresponding roster of guidelines.
• Provide support to CTS members on how to navigate the broadcast center.
• Provide input to the VEM event Coordinators on how to improve hybrid meeting hosting and delivery based on the outcomes from the tests/ dry runs.
• Implement training activities by using automated training materials (video and audio) to improve customer service.

Essential Knowledge, Skills, and Abilities
• Working knowledge of Zoom virtual meeting environment,
• Experience in developing training material,
• Experience or knowledge in the field of audio-visual technology would be an asset.


At the time of application, candidates are required to have completed or be enrolled in a graduate degree programme (second-level university degree or higher) in a field of study related to University degree in technology, education, multimedia or related field.

Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.

Connaissances linguistiques

Fluent reading, writing and speaking abilities in English is required.
A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is desirable.

Interns are not paid. All costs related to travel, insurance, accommodation, and living expenses must be borne by the intern.

The duration of internship is six months. The intern is expected to work remotely or/and from the ICAO Office in Montreal for five days a week, on a full-time basis.

Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for the six months immediately following the end of their internship.
