Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UNEP’s mission is to provide leadership and encourage partnership in caring for the environment. We aim to achieve this mission by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

UNEP’s Economy Division supports partners across governments, private sector and civil society to develop and implement policies, strategies and practices for sustainable development. Located within the Economy Division, the Resources and Markets Branch enhances the capacity of partners to integrate environmental considerations into economic policies and practices. A particular focus of Resources and Markets Branch is UNEP’s work related to Green Economy.

The Partnership for Action on Green Economy (PAGE) brings together expertise and guidance of five UN agencies to assist partner countries in their sustainable development. PAGE’s assistance spans the three economic, environmental and social pillars of sustainability to support the countries’ achievement of Sustainable Development Goals and the climate agenda. Specifically, PAGE seeks to put sustainability at the heart of economic policies and practices to support the transition to green and inclusive economies. In 2021, PAGE in close coordination with the UN Economist Network, established the Green Transformation Economic Advisory Mechanism (Green TEAM) to provide deeper support on economics to partner countries — aiming to deliver transformative results for the whole economy and the economic recovery from impacts of COVID-19, paying special attention to shifting transformational levers, while keeping an eye on fairness and social justice.

The Green TEAM brings not only bring together UN’s internal economic experts – economists from UN Resident Coordinator Offices (RCOs), PAGE agencies, UN Regional Economic Commissions - but also green economic transformation experts from around the world to advise and inform PAGE work as a delivery mechanism for creating transformative impacts on national economies. In forming this mechanism, PAGE is working to create a template for joint planning and delivery by both country resident and non-resident UN agencies - a component of the UN Reforms.

Purpose

The objective of this consultancy is to support the work of the Green TEAM, particularly through organizing global dialogues on green economic transformation, strengthening the collaboration of PAGE with UN regional economic and social commissions, coordinating the support that PAGE is providing to targeted partner countries, and coordinating the delivery of key analytical products such as new editions of the Green Economic Recovery Modelling and the Green Economy Progress Index. The Secretariat of the Partnership for Action on Green Economy and Economic and Trade Policy Unit ¿do not possess this expertise in house and needs to seek for outside assistance.

Specific tasks and responsibilities per outputs

Under output 1:
• Identify key themes for the dialogues in close consultation with the UN Development Coordination Office (DCO), the UN Economist Network and key UN initiatives.
• Organize the dialogues including preparing concept note and agenda, sending invitations, and drafting of meeting reports.
• Prepare content for promoting key messages from the dialogues through PAGE communication channels.
• Organize specific dialogues of the Green TEAM to discuss progress and results of PAGE analytical products, notably the Green Recovery modeling, the Green Economy Progress Measurement framework, the Global Recovery Observatory, and the G20 support workstream.
• Coordinate with UNITAR on how the Green TEAM can contribute to the discussions of the “new green economic transformation frontiers” – a PAGE Global product coordinate by UNITAR.

Under output 2:
• Engage with the UNRCOs economists of 5 selected countries to identify the type of support that the country is going to receive from the green TEAM on green economic transformation.
• Facilitate the deployment of the Green TEAM to support the key areas identified and monitor the implementation of the technical assistance provided. Technical assistance will depend on country context and can include high-quality integrated analysis and inclusion of IGE into the development and update of national economic, planning, and development policies, mobilizing finance for SD, formulation and updating of Country Common Analyses (CCAs) supporting the development of United Nations Sustainable Cooperation Frameworks (UNSDCFs), among other macroeconomic policies and mobilizing finance for sustainable development.

Under output 3:
• Guide, monitor and document the intervention of the international economists/experts that will be supporting in key areas related to the core offer of PAGE.
• Organize meetings with relevant country stakeholders with the aim of facilitating the engagement of the international economists/experts.

Under output 4
• Continue deepening engagment with UN ESCAP on macroeconomic policy and sustainable finance to joint delivery in at least 3 countries from that region. This includes the organization of meetings, following up key decisions and preparation of related documents.
• Establish cooperation mechanism with the UN Economic Commission for Latin America and the Caribbean (ECLAC) to joint delivery in at least 3 countries from that region. This includes the organization of meetings, following up key decistions and preparation of related documents.

Under output 5
• Manage the production of the 3rd edition of the Green Economy Measurement Framework including the identification of linkages with other key PAGE analytical products notably the Green recovery modeling.
• Coordinate the drafting, production of layout of the associated report.
• Produce content for promoting key results through PAGE communication channels.
• Contribute to the update of the webpage of PAGE website to present in a coherent way the 3 editions of the Green Economy Measurment Framework, all country applications, the training materials developped by PAGE in this area, and the connections to the PAGE Data Monitor.

Under output 6
• Manage the production of the 2nd edition of the Green Recovery Modelling including the identification of linkages with other key PAGE analytical products notably the Green Economy Measurement Framework (output 5 above).
• Coordinate the drafting, production of layout of the associated report.
• Produce content for promoting key results through PAGE communication channels.
• Contribute to the update of the webpage of PAGE website to present in a coherent way the 2 editions of this PAGE product, country modeling applications and the training materials developped by PAGE in this area.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master’s) in environmental economics, international relations/development, public policy, public administration, economics or a related field.
Experience: More than 5 years of work experience in programme management, technical cooperation, preferably in UN or international organization context. Solid background in key thematic aeras of inclusive green economy including ample knowledge of analytical and qualitative tools, data, research, and analysis.
Language: Excellent proven communication and writing skills in English are required. Knowledge of other UN languages is an advantage.
