Org. Setting and Reporting

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources.

The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. This post is located in the Convention on Biological Diversity, Office of the Executive Secretary (OES). Under the overall supervision of the Executive Secretary and the direct supervision of the Deputy Executive Secretary, the incumbent will perform the following duties:

Responsibilities

A. Serves as liaison, complementing the functions of the national focal point, between SCBD and the Government of People’s Republic of China (hereinafter, the “Government of China”) for the preparation of the UN Biodiversity Conference in Beijing, China in 2022. B. Coordinates with the Ministry of Ecology and Environment of the Government of China with a view to facilitating discussions on the post-2020 global biodiversity framework and supports the process thereof through involvement in global, regional and other related consultations and meetings, and contributing to the preparation of relevant documentation. C. Provides substantive and administrative support to the Secretariat of the CBD on the preparations for the fourth meeting of the Open-Ended Working Group on the post-2020 Global Biodiversity Framework, to be held in Kenya in June 2022. Such support will include, inter alia, facilitating bilateral discussions and organization of the meeting with the Chinese Government; liaising with the Chinese Government and facilitating the conclusion and implementation of the host Government agreement (HGA); monitoring the preparations of this meeting in liaison with the Chinese authorities and keeps the Secretariat of the CBD informed of such preparations and any arising issue; reviewing and analyzing documents produced by the Chinese authorities in relation to the meeting of the Open-Ended Working Group. D. Provides substantive and administrative support to the SCBD on the preparations of the United Nations Biodiversity Conference in 2022 and the high-level segment of this conference. Such support will include, inter alia, facilitating bilateral discussions and organization of the meetings with the Chinese Government; liaising with the Chinese Government and facilitating the conclusion and implementation of the HGA; monitoring the preparations of this meeting in liaison with the Chinese authorities and keeps the Secretariat of the CBD informed of such preparations and any arising issue; reviewing and analyzing documents produced by the Chinese authorities in relation to the meeting; and coordinating activities related to the preparation and submission of any document to be sent to the Chinese government regarding the organization of the meeting. E. Contributes to the preparations by the Secretariat, including in collaboration with relevant partners, for meetings and other events to be held on the margins of the United Nations Biodiversity Conference in 2022 such as the Business and Biodiversity Forum, the Nature and Peoples summit, and any other side-event to be organized or co-sponsored by the Secretariat of the CBD. Such support will include, inter alia, liaising with the Chinese Government and facilitating the organization of the meeting; liaising with any stakeholder, as appropriate; monitoring the preparations of these meetings in liaison with the Chinese authorities and keeps the Secretariat of the CBD informed of such preparations and any arising issue; reviewing and analyzing documents produced by the Chinese authorities in relation to any such meeting; and coordinating activities related to the preparation and submission of any document to be sent to the Chinese government regarding the organization of these meetings. F. Provides support to relevant inter-sessional meetings including meetings of SBSTTA, SBI and the Working Group on Article 8(j), and any other preparatory meetings, and the implementation of their work programme. Such support will include undertaking any task relating to the organization of these meetings as requested by the Secretariat of the CBD and supporting the CBD teams in charge of servicing the meetings; liaising with the Chinese incoming presidency of the Conference of the Parties on the implementation of these work programmes, in so far as they impact the organization of the United Nations Biodiversity Conference in 2022 and the adoption of the post-2020 global biodiversity framework, as appropriate. G. Supports the SCBD on communication efforts in the lead up and at COP15, including in assignments relating to Voluntary National Commitments and the mobilization of stakeholder engagement to the Sharm El Sheikh to Kunming Action Agenda for Nature and People. Such support will include, inter alia, liaising with the Chinese Government on efforts to enhance communication around the CBD, the United Nations Biodiversity Conference in 2022, and the Sharm El Sheikh to Kunming Action Agenda; regularly informing the Secretariat of the CBD of any arising issue concerning communication around these meetings and initiatives; reviewing and analyzing documents produced by the Chinese authorities in relation to the communication strategy; and coordinating activities related to the preparation and submission of any document to be sent to the Chinese government regarding communication around these meetings and initiatives. H. Liaises with major groups in the People’s Republic of China, including relevant Government departments and agencies, local Governments, NGOs and the private sector, to raise awareness on biodiversity and the CBD, and to promote their engagement as active partners contributing to the success of the United Nations Biodiversity Conference in 2022. I. Facilitates coordination between the host government and the SCBD during the United Nations Biodiversity Conference in 2022. J. Undertakes other related activities as may be requested by the Executive Secretary.

Education

Advanced university degree (Master's degree or equivalent) in environmental, social or political sciences, business administration, public administration, environmental management or a related area. Is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of professional and progressively responsible experience, including experience at the international level in the field of sustainable development or environment related programmes, public administration and environmental conventions is required.

Experience in organization and delivery of multi-cultural, intergovernmental meetings is required.

Work experience with the CBD Secretariat, or UNEP, or the other biodiversity related Multilateral Environmental Agreements (MEAs) is desirable.

Experience with providing advisory functions to assist senior management in overall programme planning is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Chinese is required. Working knowledge of other UN languages is desirable.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Assessment

Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.

Special Notice

This position is temporarily available until 31 December 2022. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
