Duties and Responsibilities

BACKGROUND

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote sustainable cities and human settlements and adequate shelter for all.

UN-Habitat’s strategic plans 2020-2023 recognized the critical role of National Urban Policy (NUP) as a driver for meaningful change, and the National Urban Policy Programme aims to overcome the capacity gap that states can be faced with in the NUP process by providing tools and technical assistance to governments and stakeholders. The Islamic Republic of Iran is one of the pilot countries selected for the pilot phase of this mission. The Diagnostic Report of NUP was launched on December 2018, and hence the programme in Iran proceeds to finalize the formulation of the National Urban Policy(NUP) and Smart City Strategy(SCS) Document phase.

To ensure such policies can make a difference on the ground, it is recommended that NUPs are implemented through demonstration projects. The implementation of demonstration projects can have an immediate impact on policy interventions across a broad spectrum: (a) Demonstration projects are more practical to implement despite limited human and financial resources; (b) “Quick wins” are produced through a policy process, which is advantageous in leveraging political support; (c) They promote an interactive policy design if challenges arise; and (d) They ensure focus on short-term priority policy interventions within the framework of National Urban Policy and Smart City Strategies.

In this process, advocacy and capacity development is one of the key pillars and could be considered as one of the normative demonstration projects. It will improve human resource capacity and increase public awareness about the National Urban Policy. In this context, the preparation of NUP Learning Package is a complete reference document that helps stakeholders to learn about NUP, its development process, and its impacts. It will also facilitate knowledge transfer among a large audience at national and international levels.

In this step, UN-Habitat is looking for an Advocacy and Capacity Building Consultant for preparation of NUP learning package to support the Programme.

The Advocacy and Capacity-Building consultant shall be under the direct supervision of the UN-Habitat Headquarters for operational activities. In Iran, (s)he will work under the supervision of the Project Manager. Under the coordination of the Leader of the Policy, Legislation, and Governance Section in HQ.


The Responsibilities and Duties are below:

1. Content production, graphic design, and preparation of the NUP and SCS issue papers package based on the recognized policy priority areas in I.R. Iran NUPP.
2. Content production, graphic design, and preparation of the I.R. Iran NUP and SCS summary report.
3. Content production, graphic design, and preparation of the NUP and SCS handout, flyer, and poster to introduce the I.R. Iran NUPP and findings.
4. Content production and preparation of an animated video clip to introduce the I.R. Iran NUPP and findings; to be published on UN-Habitat platforms, social media, and events.

Skills: Required Skills:
• Good report writing and content production skills.
• Computing skills, including Graphic and MS-Office applications is, essential, knowledge and skill in urban design software are required.
• Excellent time and resource management skills are required.
• Excellent interpersonal and communication skills are required.
• Familiarity with UN context and administrative processes is an asset.

Academic Qualifications:
Education:
• Advanced University Degree (Master’s degree) in sustainable urbanization related disciplines: urban planning, regional planning, development studies, social science, or other related fields. A first level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
• Minimum of 5 years of relevant experience in urbanization issues in Iran, preferably working experience with international organizations is required.
• Experience with advocating, mobilizing, and with working with multiple stakeholders is desirable.

Language: Language Requirements:
• English and French are the working languages of the United Nations. For the post advertised, fluency in spoken and written English is required. In addition, this position is in Iran and therefore fluency in spoken and written Farsi is also required.
