Result of Service

The consultant will contribute to the successful delivery of GlobalABC strategy, resource mobilization, and key products through delivering:

¿ An ambitious GlobalABC outreach plan and associated success indicators
¿ An updated resource mobilization strategy for the GlobalABC including identification of and engagement with public and private donors

Duties and Responsibilities

Since 2015, UNEP hosts the Secretariat of the Global Alliance for Buildings and Construction (GlobalABC), launched during the first Buildings Day at COP 21. With 228 members, including 36 countries, the GlobalABC is the leading global platform for governments, private sector, civil society, research, and intergovernmental organisations committed to a common vision: A zero-emission, efficient and resilient buildings and construction sector. GlobalABC’s mission is to connect governments, private sector and organisations to drive the transformation towards a zero-emission, efficient, and resilient buildings and construction sector towards this vision. GlobalABC does this through three strategic aims:

• Be a global advocate and a catalyst to action: GlobalABC advocates for market transformation and focuses on catalysing action by defining a carbon neutrality strategy for the built environment.
• Be a trusted platform to set targets and track progress: GlobalABC tracks progress in its annual Global Status Report for Buildings and Construction (Buildings-GSR), and its Building Climate Tracker, a new index to track progress in decarbonization in the sector.
• Support countries in setting priorities and measures based on their situation: GlobalABC develops policy guidance and global, regional, and national buildings and construction roadmaps outlining aspirational targets, timelines, and key actions for essential policies and technologies, and offering a model for national and city-level buildings and construction roadmaps to support and raise the ambition of NDCs.

Effectively engaging all members towards these goals, while showcasing the solutions they have found is essential to the GlobalABC mission and vision. A senior consultant with expertise in strategy and outreach development and resource mobilization especially with large global environment/sustainable buildings-related networks and excellent communications and writing skills is needed to support the UNEP GlobalABC team to further develop strategy, resource mobilization, and outreach for the GlobalABC:

a) Building on the GlobalABC's Theory of change and through a participatory process with the GlobalABC Steering Committee, design an ambitious GlobalABC outreach plan that includes a results framework and a budget for required operational and core activities to enable the GlobalABC and its members to better leverage external and internal resources and build partnerships for achieving its mission.
b) Based on the outreach plan, initiate actions to strengthen GlobalABC’s engagement with public and private sector funders/financiers and donors and suggest potential mechanisms/approaches for GlobalABC to play a stronger role is fostering collaboration and creating partnerships to support change in countries and companies.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Masters or equivalent) in social science, political science, business administration, communication, or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Specialization in a field related to environment and/or sustainable buildings and construction is a plus.
Experience: At least 7 years of experience in the field of strategy, outreach, and resource mobilization design and plan with international networks; experience with sustainable buildings and construction initiatives is required; strong communication and writing skills in English is required; experience of working with international organizations is an asset; fluency in French is desirable. knowledge of other UN languages is an asset.
Language: Excellent written and oral English required.
