Result of Service

The consultant will deliver:

¿ Analysis of GlobalABC audiences and analysis of member's efforts
¿ Updated communication strategy and plan, and establishment of associated success indicators.
¿ Results and reporting framework in form of a common format for GlobalABC and its members to report back on their progress (both on outreach plan and communication plan)

Duties and Responsibilities

Since 2015, UNEP hosts the Secretariat of the Global Alliance for Buildings and Construction (GlobalABC), launched during the first Buildings Day at COP 21. With 228 members, including 36 countries, the GlobalABC is the leading global platform for governments, private sector, civil society, research, and intergovernmental organisations committed to a common vision: A zero-emission, efficient and resilient buildings and construction sector. GlobalABC’s mission is to connect governments, private sector and organisations to drive the transformation towards a zero-emission, efficient, and resilient buildings and construction sector towards this vision. GlobalABC does this through three strategic aims:

• Be a global advocate and a catalyst to action: GlobalABC advocates for market transformation and focuses on catalysing action by defining a carbon neutrality strategy for the built environment.
• Be a trusted platform to set targets and track progress: GlobalABC tracks progress in its annual Global Status Report for Buildings and Construction (Buildings-GSR), and its Building Climate Tracker, a new index to track progress in decarbonization in the sector.
• Support countries in setting priorities and measures based on their situation: GlobalABC develops policy guidance and global, regional, and national buildings and construction roadmaps outlining aspirational targets, timelines, and key actions for essential policies and technologies, and offering a model for national and city-level buildings and construction roadmaps to support and raise the ambition of NDCs.

Effectively engaging all members towards these goals, while showcasing the solutions they have found is essential to the GlobalABC mission and vision. A senior communications consultant with expertise in communications strategy development, outreach development, and member engagement especially with large global environment/sustainable buildings-related networks with excellent oral and written communications skills is needed to support the UNEP GlobalABC team to:

1. Conduct an analysis of GlobalABC audiences (government institutions, companies and other key actors along the value chain) to categorize and prioritize specific audiences that could achieve impacts in the near term, while looking ahead to identify those audiences that should be targeted for the long-term.
2. Conduct an analysis of members’ efforts with a view to identify ways for GlobalABC to strengthen their engagement and maximize potential for highlighting key successes, matchmaking, and collaborating/cooperating on activities/projects/ initiatives/proposals/innovations.
3. Review the GlobalABC communication processes, strategy and plan including to identify ways to improve the impact of the GlobalABC’s virtual activities and presence.
4. To monitor implementation of the outreach plan as per its results framework, develop and provide a common format for GlobalABC and its members to report back on their progress, use/implementation of GlobalABC tools/recommendations and activities annually.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Masters or equivalent) in social science, political science, business Advanced university degree (Masters or equivalent) in communication, journalism, or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Specialization in a field related to environment and/or sustainable buildings and construction is a plus.
Experience: At least 7 years of experience in the field of communication, outreach, member engagement. or related field; experience with sustainable buildings and construction initiatives is required; outstanding communication and writing skills in English is required; experience of working with international organizations is an asset; Fluency in French is desirable; knowledge of other UN languages is an asset.
Language: Excellent written and oral English required. Fluency in French is desirable; knowledge of other UN languages is an asset.
