Org. Setting and Reporting

This position is located in Bangui, in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The Special Assistant reports to the Principal Coordination Officer/ Deputy Chief of Staff.

Responsibilities

Within the limits of delegated authority and under the Principal Coordination Officer/Deputy Chief of Staff (D/CoS), the Special Assistant and Political Affairs Officer will be responsible for the following duties:

Political Analysis, Advice and Reporting
•Coordinates/drafts summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to the file, code cables and input for the reports of the Secretary-General to the Security Council.
•Identifies, analyzes, monitors and reported on political developments and emerging issues with respect to the implementation of the Mission's mandate.
•Assesses implications of political developments and makes recommendations on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives.

Operational and substantive support to D/CoS and Field Coordination
•Focal point for the Field Coordinator and D/CoS substantive engagements, including secretarial support; informing on all matters requiring his personal attention, assists in formulating options as to how those matters might be handled.
•Supports the Field Coordinator and D/CoS meetings and Mission events, prepares written summaries and conducts follow-up activities.
•Develops and maintains collaborative relationships with mission components, the authorities, the broader UN family,donors and other national and international partners on coordination and policy matters.
•Coordinate Field Offices’ substantive, operational and logistical matters.
•Plan and coordinate all VIPs’ visits to the Mission.
•Performing other duties as required in support of the general operations of the Field Coordination Office.

Management
•Assists in formulating and managing the implementation of the Mission's programme of work, including through support to planning and budgetary processes.
•Assists in the staff recruitment matters as directed by the Field Coordinator/ D/CoS.
•Performs other relevant duties as requested by the CoS and D/CoS.

Education

Advanced university degree (Master's degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first-level
university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is an asset.

Work Experience

A minimum of five (5) years with a master's degree or seven (7) years with a bachelor's degree of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required.

Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.

Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization or nongovernmental organization is desirable.

Experience in a conflict or post-conflict setting is desirable.

Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
