Duties and Responsibilities

1. Desk Review - Review and analysis of relevant UNCT and non-UNCT documentation and mapping out relevant data for the assignment. This phase will also include identifying the emerging and innovative resource mobilization approaches and funding instruments used regionally/globally.
2. Consultations and Field Mission - Discuss with the Serbia UNCT members and the UN Resident Coordinator the ongoing agency specific and joint resource mobilization approaches, needs, challenges and expectations. This phase will also include consultations with the key non-UN partners to assess and explore potentials for leveraging financing sources and approaches under the SDG agenda in Serbia.
3. Initial Analysis and draft JRMS - Develop an outline summarizing the findings from the desk review and consultation process and propose an initial structure of the JRMS. Support RCO in briefing the Serbia UNCT on the main findings and key priority areas identified for the JRMS. Following the UNCT agreement on the strategic ways/approaches, proceed with the preparation of the draft JRMS.
4. Review of the draft JRMS - Consult on the draft JRMS with the UN Resident Coordinator and the UNCT members. During this phase, the consultant will identify potential gaps and consult on the approach to address them during the final stage of the JRMS development.
5. Final JRMS - Completed in line with the feedback and comments received. The final JRMS should not exceed 15 pages, and may consist of the sections listed below, subject to review and agreement:
• Background – overview of the key priorities in Serbia and key results of the 2021-2025 UNSDCF; analysis UNSDCF funding requirements and gaps; analyses of individual agencies approach for resources mobilization; challenges for joint fundraising and the rationale for coherent and joint resource mobilization.
• Analysis of SDG funding and financing trends and barriers in the country; analyses of potential SDG financing sources or instruments at the global, regional, and country levels with an emphasis on the emerging and innovative ones.
• Analyses of identified key principles and incentives for coherent resource mobilization by the UNCT through considering new alternatives (such as establishing a country level SDG fund, enhanced joint programming, and other potential financing instruments).
• Recommendations for strengthening the cohesiveness and effectiveness of the joint UNCT resource mobilization through funding dialogues with donors and other partners (e.g. international financial institutions, private sector, development banks).
• Proposed management and implementation of the strategy.
• Risks and assumptions.

Qualifications/special skills

Academic Qualifications: MA degree or equivalent in Economics, Management, International Relations, or related fields
Experience: • At least seven years of relevant professional work experience in sustainable development policy, resource mobilization, programme management, and/or economic analysis in the context of development cooperation is required.
• Demonstrated knowledge and understanding of UNSDCF Funding and SDG Financing.
• Demonstrated experience in building partnerships and resource mobilization.
• Strong research skills combined with demonstrated ability to analyse data and write reports and other knowledge products.
• Demonstrated interpersonal and communication skills suitable for collaborating with multiple stakeholders.
• Experience with the UN system would be an asset.
Language: Proficiency in written and spoken English and Serbian.
