Cadre organisationnel

This position is located in the Regional Office for South-East Asia of the Office of the High Commissioner for Human Rights (OHCHR), based in Bangkok. The incumbent will report to the Administrative Officer under the general supervision of the Deputy Regional Representative.

Responsabilités

Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

Recruitment and placement :
• Participates in processing applications for job openings, including evaluating and screening applications, identifying short-lists of candidates, and conducting job interviews.
• Assists in the filling of posts for all categories, and co-ordinates and liaises with the HQ human resources staff on all matters related to recruitments.
• Assists in organizing and coordinating competitive recruitment examinations, including GGST.
• Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements.
• Maintains personnel actions and other related personnel files.
• Participates in the recruitment process for consultants and individual contractors, including reviewing terms of reference for job opening in INSPIRA.
• Assists in the recruitment process for JPOs and UNVs, including reviewing terms of reference for job openings and other related documents.
• Reviews service requisitions, shopping carts, fund commitments, processes contracts and extensions, verifies that all documents and process are completed. Creates CIC’s business partner numbers, verifies banking details, index numbers and maintain HR records.
• Participates in the recruitment of interns and assists in the administration of internship programme.
• Provides advice and guidance to staff with respect to human resources procedures, processes and practices, liaising with counterparts in other offices, as necessary.
• Advises staff on travel and visa matters.

Administration of entitlements :
• Assists in reviewing and processing requests for entitlements and claims.
• Provides guidance logistics and administrative support to staff on general queries.

Staff development and career support training :
• Assists in the organization and conducts of training courses and workshops.
• Provides logistics and administrative support to trainers.

Classification :
• Assists in reviewing and processing requests for classification.
• Provides advice and answers general queries on classification procedures and processes.

General :
• Maintains HR related databases/trackers for monitoring and tracking.
• Assists in the preparation of notes/reports on HR related issues.
• Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in UMOJA, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.
• Prepares written response to simple queries concerning HR related matters, and refers to HQ Human Resources officers on other issues.
• Trains and provides supervision to new and junior general support staff.
• Performs other duties as required.

Formation

High school diploma or equivalent.

Expérience professionnelle

A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required.

Out of the seven (7) years, a minimum of three (3) years of experience in recruitment processes within the United Nations Common System or similar international organization is desirable.

Experience using Enterprise Resource Planning system such as Umoja or similar is desirable.

Experience using recruitment platforms such as Inspira or similar is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which will be followed by completed competency-based interview.

This position is available for an initial period of one year and is subject to availability of funding.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
