The ultimate result of the consultancy is to enhance knowledge management, synthesis, and sharing among SIDS professionals in the policy community—particularly those focused on trade and on waste and chemicals management—to more effectively and efficiently exchange knowledge and insights on the transition to a green economy in SIDS.

1. General Background
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The Green Growth Knowledge Partnership (GGKP) is co-hosted by UNEP in partnership with the Global Green Growth Institute (GGGI). These organizations serve as the joint host of the GGKP Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP Steering Committee (UNEP, GGGI, the Organization for Economic Co-operation and Development, United Nations Industrial Development Organization, and the World Bank). The GGKP is a global network of over 90 international organisations, research institutes and non-governmental organisations focused on promoting a green economy transition by:
¿ identifying major knowledge gaps in green growth theory and practice and addressing these gaps by promoting collaboration and coordinated research; and
¿ using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data.
A consultant is sought to support the GGKP’s Green Policy Platform (GPP) for its knowledge management needs. The knowledge management specialist will help build the GPP knowledge management platform, working intensively with the GGKP’s web development team, ensuring quality content and user-friendly interfacing. The consultant will also coordinate project activities being executed directly by the GGKP in accordance with agreed work plans. In particular, the consultant will support the GGKP’s execution of three projects for the Global Environment Facility (GEF) initiative: the Coordination, Communication, and Knowledge Management (CCKM) project of “Implementing Sustainable Low and Non-Chemical Development in Small Island Developing States” (ISLANDS), the GEF “Global Development, Review and Update of National Implementation Plans” (NIPs) project, and the GEF “Financing Agrochemical Reduction and Management” (FARM) programme. Related project work includes coordinating with regional child projects being executed in the Caribbean, Indian Ocean and Pacific regions as well as in FARM countries; assisting with the further development of GEFISLANDS.org, NIPs and FARM-related webpages; developing and populating country pages; delivering tools for the analysis and synthesis of knowledge; ensuring that a programmatic approach is undertaken on knowledge management, gender and stakeholder engagement under ISLANDS and FARM; and establishing effective working relationships with internal and external contacts at all levels.
2. Purpose and Scope of Assignment
The purpose of this assignment is to assist the GGKP team with knowledge management and project delivery for the GPP and GGKP-executed GEF projects, including the following tasks:
¿ Coordinate day-to-day knowledge management for the GPP including content management, quality assurance and web development;
¿ Conduct research on best practices in knowledge management;
¿ Identify, curate, develop and publish relevant knowledge products;
¿ Optimize functionalities for how knowledge is organized and made easily accessible;
¿ Prepare concept notes and workplans focused on the development and expansion of knowledge management;
¿ Support diversification of knowledge in multimedia and interactive formats that include podcasts, data visualizations, infographics, animations, and social media videos etc.
¿ Serve as the ISLANDS, NIPs and FARM focal point for knowledge management;
¿ Collaborate with web developer, providing oversight and review, and ensuring web developments for GEFISLANDS.org and the FARM and NIPs initiative pages are completed on time and within agreed budget;
¿ Identify and collaborate with the ISLANDS and FARM communications teams to develop communications products to be disseminated to stakeholders;
¿ Propose and promote creative solutions for uptake of knowledge generated by GEF ISLANDS, NIPs and FARM to facilitate policy making and cultivate policy action;
¿ Lead in the finalization of policy briefs and fact sheets and sharing them in a timely manner to relevant constituencies.
¿ Collect data, monitoring and reporting on GPP, GEFISLANDS.org and GEF initiative pages for annual reports, impact reports and project monitoring systems;
¿ Provide overall KM support, lead the KM baseline analysis, coordinate with KM focal points from Implementing Agencies, for the development of GEF FARM Programme; and
¿ Any other tasks deemed necessary to achieve GPP, GEF ISLANDS, GEF NIPs and GEF FARM objectives.
Academic Qualifications:
¿ Minimum advanced university degree (master’s or equivalent) in communications, business, economics or a closely related area with substantial coursework in topics related to knowledge management.
¿ A combination of a first university degree (bachelor’s or equivalent) with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above
Experience:
¿ Minimum of 6 years of accumulated work experience in knowledge management or web platform management.
¿ Proven experience in the development and execution of knowledge management platform on Drupal 9.
¿ Proven ability to work closely with the ICT team on knowledge management related tools development, issues identification and testing;
¿ Experience with data reporting.
¿ Proven ability to liaise with external stakeholders in governments, intergovernmental and non-governmental organizations.
¿ Experience with Google Analytics, Excel, Canva, and basic html language knowledge.
Language:
¿ English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
