The National Consultant will be hired to deliver the above mentioned tasks.

ii) Draft Program on the promotion of a Green Economy in the Republic of Moldova and the Action Plan for 2023-2027 are prepared; and

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The EU-funded “European Union for Environment” (EU4Environment) aims to help the Eastern Partner Countries (EaP) preserve their natural capital and increase people's environmental well-being, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts.
UNEP is one of five partner agencies implementing an EU-funded EU4Environment (2019 – 2022). This regional programme has been supporting the EaP countries in making policy planning and investment greener, stimulating the uptake of innovative products and technologies, and raising awareness about the benefits of environmental action. Under EU4Environment Output 1.1. Green economy (GE) ownership, policy coherence and cross-sectoral coordination boosted, UNEP seeks to advance and coordinate result-oriented policy dialogue that contributes to the GE. More specifically, under Activity 1.1.2: Fitness tests/analytical documents of relevant policy documents and policy proposals, UNEP will provide technical assistance to the Republic of Moldova through undertaking activities for the elaboration of the Program on the promotion of a Green Economy in the Republic of Moldova and the Action Plan for 2023-2027.
To assist UNEP in the implementation of these activities support of a National Consultant is required to implement activities for the elaboration of the Program on the promotion of a Green Economy in the Republic of Moldova and the Action Plan for 2023-2027 (According to Plan of Actions of the Government for 2021-2022, Governmental Decision no. 235 from 13.10.2021, item 15.1.2) and Activity 1.1.2. of the EU4Environment Programme.
The National Consultant will work home-based with possible travel (subject to COVID-19 restrictions) under the guidance and oversight of UNEP’s Regional Office for Europe in Geneva. The National Consultant will also work in close coordination with EU4Environment national focal points and NAC in the Republic of Moldova.
Background
The Program on the promotion of a green economy in the Republic of Moldova for the years 2018 – 2020 and the Action Plan for its implementation was approved by the Governmental Decision nr 160 from 21 February 2018. It was developed with the support from the EU funded Program EaP GREEN (UNEP) in 2016-2017 and implemented in the period of 2018-2020 within the Governmental Action Plans and the support of the EU4Environment Action.
The Program integrated the priorities on the promotion of a green economy according to the Outcome Declaration of the United Nations Conference on Sustainable Development “The Future We Want” (Rio de Janeiro, 20-22 June 2012) and provisions of the National Development Strategy of the Republic of Moldova for 2012-2020 “Moldova 2020”, approved by the Law nr. 166 from 11 July 2012.
The new Program on the promotion of a green economy and its Action plan for 2023-2027 (5 years implementation period) will promote the green transition/transformation of the Republic of Moldova and will cover the objectives and priorities of the European Green Deal and related EU policy documents and will also promote circular economy activities in the Republic of Moldova, according to the new Association Agenda 2021-2027, taking into account provisions of National Development Strategy Moldova 2030, Agenda 2030, Stockholm+50 and Nicosia Declaration (Environment for Europe).
Recommendations from the Report on the final evaluation of the implementation of the Program (UNECE, November 2021) and of the Report “Towards Green Transformation of the Republic of Moldova: state of play in 2021” (national monitoring report based on the OECD set of Green Growth Indicators, EU4Environment, OECD, February 2022) and its Policy brief will be used during the formulation of objectives, actions and monitoring indicators.
The Program will be developed in parallel with the development of the Environmental Strategy 2030, started in January 2022 by the Ministry of Environment and the finalisation and promotion of a number of policy documents in the domain, so synergies to be ensured.
The consultant will carry out the full cycle of activities related to conceptualizing, elaborating and approval within the Government of the Program on the promotion of a Green Economy in the Republic of Moldova and the Action Plan for 2023-2027 (the Program).
Output 1. The draft Concept of the Program is developed
Activity 1.1 Development of the Concept of the Program
The National Consultant will develop the Concept of the Program. The Concept shall contain the following structure:
a) the name of the document;
b) the type of public policy document that is proposed to be elaborated;
c) the problem addressed;
d) the purpose of elaborating the public policy document;
e) concordance with the National Development Strategy, the National Development Plan, the Medium-Term Budget Framework, etc.;
f) the planned period for the elaboration of the public policy document;
g) the stakeholders/ parties involved.
The Concept is to be prepared in English and Romanian, 10-15 pages.
An announcement of the initiation of the development of the policy document - the Program to be developed according to the procedures and existing format, to be placed on the web site of the Ministry of Environment at the initial stage.
Objectives: Draft the Program on the promotion of a Green Economy in the Republic of Moldova and the Action Plan for 2023-2027 (the Program).
Output 2. Draft Program on the promotion of a Green Economy in the Republic of Moldova and the Action Plan for 2023-2027 are prepared
Activity 2.1 Elaboration of the draft Program and the Action Plan for 2023-2027
The Consultant will elaborate and provide support to the Ministry of Environment and other relevant Ministries/stakeholders in developing the draft Program in compliance with structure of general policy document (according to Govern Decision no. 386/2020) and specific provisions, as indicated in Annex 1.
The Program and the Action Plan are to be prepared in English and Romanian, 30-50 pages. Draft will be shared with UNEP before submitting to the Ministry of Environment
Activity 2.2. Elaborate supporting documents for the Draft Program
The Consultant will develop all supporting documents according to procedure in compliance with the structure of general policy document (according to Govern Decision nr. 386/2020) (Information Note, table of concordance, draft Governmental Decision to approve the Program) in consultation with Ministry of Environment. The National Consultant will submit developed all drafts documents to the Ministry of Environment for its final approval.
Output 3. Public hearings are facilitated in collaboration with the Ministry of Environment, PowerPoint presentations in Romanian (electronic format) and a workshop report prepared (in English and Romanian)
Activity 3.1. Public hearings consultations on the draft Program
The National Consultant will assist the Ministry of Environment in organizing and facilitating public hearings consultations on the draft Program according to the existing country procedures during the whole process of elaboration of the program.
The National Consultant will provide required support to the Ministry of Environment for the preparation and facilitation of f public hearings consultations, including developing of agenda, presentations and facilitating discussions:
• Present the draft documents at the stakeholders’ public hearings consultations (PowerPoint presentation); and
• Prepare workshop reports (including participants list). The public hearing consultation reports are to be prepared in English in MS Word format, 3-5 pages).
Implementation modality:
The National Consultant contracted will carry out activities in cooperation and with technical support from UNEP. A draft Program and the Action Plan are to be prepared along several stakeholder consultations to collect inputs for the draft text.
All materials prepared must be in full compliance with visibility requirement of EU4Environment project (UNEP will provide templates and ensure the compliance).
The Program will be developed in compliance with the structure of the general policy document (according to Governmental Decision no. 386/2020) and priority domains for the promotion of a green and circular economy in Moldova (see Annex 1. Proposed structure of the Program on the promotion of green economy (revised and adjusted structure) and in compliance with Annex 2. Procedure regarding the planning, elaboration, approval, implementation, monitoring and evaluation of public policy documents (GD no. 386/2020) and the Law no. 100 from 22.12.2017 on the normative acts.
Performance Indicators:
• Concept note for the Program developed;
• Program on the promotion of a Green Economy in the Republic of Moldova and the Action Plan for 2023-2027 (the Program) and supporting documents elaborated; and
• Assistance provided to the organization of public hearings
• Quality and timely communication and reporting delivered.
The National Consultant will submit the developed Concept to the Ministry of Environment for final approval. The Ministry will be responsible for the promotion and coordination of the Concept with the State Chancellery according to the procedures.
Academic Qualifications:
Master's degree in Economics, Political Science, Environmental Economics, Environmental
Management, Natural Resource Management, Forestry or other relevant discipline to green
growth/green economy. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
• Minimum seven years of national and/or international working experience in policy analysis, and/or drafting documents in the field of environment and related fields (i.e. socio-economic) is required;
• Hands-on experience in environmental policy drafting and analysis, strategic planning and monitoring;
• Working experience with the governmental entities are advantage.
Skills:
• Demonstrated knowledge of the environmental management policy and regulatory framework, EU Green deal policy, Agenda 2030;
• Familiar with political context of Moldova and the current status of implementation of the European Green Deal and the green economy promotion in the Republic of Moldova is an advantage;
• Hands-on experience in green economy related projects, including policy & legal development is preferable;
• In-depth knowledge of international best practice in green and circular economy is required;
• Extensive research and analytical skills;
Language:
• An excellent command of written and spoken English, Romanian and Russian is required.
