Org. Setting and Reporting

The United Nations Regional Centre for Preventive Diplomacy in Central Asia (UNRCCA) was established at the initiative of the five Central Asian states in December 2007. The goal of the UNRCCA is to assist the governments of the region in building their conflict prevention capacities through enhanced dialogue, confidence building measures and establishing partnerships in order to respond to existing threats and emerging challenges.

This position is located in the Mission Support pillar of UNRCCA in Ashgabat, Turkmenistan. The incumbent is responsible for managing day to day operation of the ICT unit responsible for the provision of a wide range of ICT support services in support of the UNRCCA activities and personnel stationed across the Central Asian region, including planning and executing long-term strategic projects. The incumbent should have a wide range of technical skills and experience in Telecommunications and IT. The Telecommunication Officer reports to the Administrative Officer and to the Special Representative of the UN Secretary-General, Head of UNRCCA.

Responsibilities

Within delegated authority, the Telecommunications Officer will be responsible for the following duties:
• Designs, installs tests and commissions various telecommunications systems such as local area networks, metro-area network, or country-wide or regional networks.
• Drafts specifications and standards for ICT such as hubs, routers, switching systems, and prepares and makes presentations on ICT solutions, technological enablers, networks and equipment to staff
• Identifies appropriate standards to procure ICT equipment at the least cost and in the most expeditious manner and provides support for the development of technical specifications for procurement of equipment; evaluates vendor proposals, performs tests and recommends selection of telecommunications equipment.
• Establishes performance standards for ICT equipment and services and recommends corrective measures to improve service quality and operational performance.
• Provides engineering services related to planning, implementation and maintenance of local and wide area telecommunications networks and associated IT infrastructures.
• Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison.
• Collaborates with HR in the preparation of training modules and other training activities in all aspects of ICT technology usage.
• Ensures effective coordination with other UN agencies to maximize possibilities of inter-agency collaboration in the field of telecommunications.
• Coordinates setting up, installation, configuration, upgrade, and regular maintenance of required systems and software, establishing of redundancies, rollovers, and recovery plans, including backup and disaster recovery.
• Responsible for ensuring adherence to UN/OICT standards, user access control to various systems or sub-systems, monitors, detects, and rectifies any incidents that occur, including server logs, maintaining user and technical documentation, including hardware and software inventory and licenses.
• Leads and coordinates the provision of the IT infrastructure and service during conferences including online registration, logistics, WiFi access, security aspects, network infrastructure, side-events registration, videoconferences, paperless and virtual meetings services.
• Assists Political Affairs pillar of the Centre with information/correspondence management aspects of the programmatic activities, including transmittal and receiving the UN official correspondences, as/if necessary, ensuring compliance with sensitive data/information handling, management and associated cyber security standards, requirements and policies.
• Carries out administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring of performance parameters, reporting on budget/programme performance and evaluation of staff performance, strategic and operational plans, enabling a collaborative approach between different areas of expertise within the team, foster innovation, stimulate early adoption of tools and technologies, and support team building and capacity development through continuous coaching and training of team members.
• Performs other related duties, including deputizing for the Administrative Officer, as required.

Education

High school or equivalent diploma is required. Technical training and certification in telecommunication, computer science, information systems and programming is desirable.

Job - Specific Qualification

Studies and certification in "Prince2" Project Management (Foundation plus Practitioner) is desirable

Training and certification in Microsoft Office 365 applications including Flow and Power Application is desirable

Certification in CompTIA Security+ desirable

Work Experience

A minimum of ten (10) years (or 5 years with a first level university degree) of progressively responsible experience in telecommunications, electronic data transmission, network design or related areas is required.

Experience managing and delivering highly complex projects, and experience in integrating large-scale telecommunications systems is required.

At least 2 years' experience providing services in the field of telecommunications, electronic data transmission, network design or related areas to or in a field operation of the United Nations common system or comparable international organization is desirable.

Two years’ experience in a conflict or post-conflict setting is desirable.

Experience in budget, staffing and performance management and reporting is desirable.

Experience in managing small to medium teams is required.

Experience in Umoja SAP; requisitioning and asset management is required

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; Knowledge of Russian is desirable.

Assessment

Evaluation of qualified candidates will include an assessment exercise which will be followed by a competency-based interview.
