Duties and Responsibilities

Organizational Setting and Reporting

The United Nations Partnership Framework (UNPAF) 2019-2023, between the United Nations System and the Government of the Republic of Namibia (GRN) signed on 2018, outlined the United Nations support to the realization of the country’s Vision 2030 through the implementation of the Fifth National Development Plan (NDP 5) 2017/18 – 2021/22, the Harambee Prosperity Plan (HPP) and the Blueprint for Wealth Redistribution and Poverty Eradication.

In 2021, the GRN launched the Harambee Prosperity Plan 2 (HPP2) 2021-2025 and has started preparations for the Sixth National Development Plan (NDP 6), paving the way for a new national development cycle. In 2022, at the fourth year of implementation of the UNPAF, the UN Namibia will roll out the formulation process for the new UN Sustainable Development Cooperation Framework (UNSDCF) programming cycle in compliance with United Nations guidelines.

General Assembly resolution 72/279 elevates the United Nations Development Assistance Framework (currently known as the UNSDCF) as “the most important instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development (2030 Agenda)”. The Cooperation Framework now guides the entire in-country programme cycle, driving planning, implementation, monitoring, reporting and evaluation of collective UN support for achieving the 2030 Agenda.

Following the new UNSDCF Guidelines, the RC has set out a consultative and participatory process for the designing of the next UNSDCF with the UNCT, GRN, UN Secretariat entities, Non-Resident Agencies with support from the Regional Office for Africa of the UN Development Coordination Office (DCO).

The roll-out of the UN Sustainable Development Cooperation Framework will consists of the following steps:

• Common Country Analysis (July-November 22)
• Cooperation Framework design (January-April 23)
• UNCT configuration dialogue (April-May 23)
• Signature (May 23)
• Formulation of the Funding Framework (May-June 23)
• Formulation of Agency-specific documents or country programmes (June-September 23)
• Formulation of Joint Workplans (July-August 23)

As regards the coordination arrangements with the Government of Namibia (GRN), the National Planning Commission will continue to be the coordinating body on behalf of the GRN during the formulation of the CCA and UNSDCF 2024-2028. The current Cooperation Framework Joint Steering Committee (JSC), co-chaired by the National Planning Commission Director General and the United Nations Resident Coordinator, will provide strategic direction for the roll-out of the formulation of the CCA and UNSDCF 2024-2028 and ensuring alignment to national development priorities and validation of every milestone.
This consultancy will focus on supporting the UN Resident Coordinator Office (UNRCO) to facilitate one specific step of the process: the Analysis Dimension of Common Country Analysis (CCA) and its final consolidated report. The consultant will work under the supervision of the RCO Team Leader supported by the RCO Associate Development Coordination Officer-Data Management and Results Monitoring/Reporting. Final validation of deliverables and clearance for payments will be issued by the RCO Team Leader.

The consultant will interact and collaborate with the Programme Management Team (PMT), Results Management Group (RBM), Chairs of UN interagency groups, RCO staff, NPC team and other Government and civil society partners.

Specific duties and responsibilities

C.2. CCA Analysis draft report and workshops by each dimension

The analysis emphasizes dimensions such as economic transformation, social exclusion, the environment and climate change, governance and institutional gaps, and humanitarian-development-peace collaboration. There will be a UN Interagency Group for each dimension that will prepare an input or dimension report.

The role of the consultant will be to provide preliminary highlights from the assessment report for the analysis of each dimension and facilitate the consultation and participatory process led by the UN Intergaency Groups and RCO, consolidating the outcomes. The consultant will consolidate the final input for each dimension and organize the required workshops (2 workshops expected), especially for pillar validation of the dimension report and the workshop for integration across dimensions. It is expected to have key stakeholder participation at the workshops, especially from LNOB groups (women, youth and children, labor unions, disability…).

C.3. CCA final outcome and validation workshop

The consultant will facilitate the CCA validation workshop, under the guidance of the UNRCO, where the development challenges identified during the CCA analysis, together with the highlights of the assessment, will be submitted for discussion and validation of 5-10 catalytic challenges.

Qualifications/special skills

Academic Qualifications: • Postgraduate studies in sustainable development or strategic planning, Social sciences, business administration and management, development planning is required. A first level degree with two years of qualifying experience maybe accepted in lieu of Postgraduate studies.
Experience: A minimum of 10 years experience in Facilitation of Strategic planning processes is required.
• Previous experience in drafting assessments and reports for national institutions, international and/or multilateral institutions is desirable
• Previous experience in facilitating and systematizing participatory processes is desirable
• Experience in academic research will be an asset
Language: Fluency in oral and written English is required
