Org. Setting and Reporting

Under the supervision of the Chief of Service, Security and Safety Service, Geneva, acting as the Chief Security Adviser (CSA) for Switzerland, the role of the Security Coordination Officer is to support the CSA on the responsibility to advise the Designated Official and the Security Management Team in their security functions.

Responsibilities

Within the limits of delegated authority, the Security Coordination Officer will be responsible for the following duties:

- Establishes an efficient platform of collaboration with the Security Focal Points of the Agencies, Funds and Programs present in Switzerland, and advises on strategies to ensure an optimal level of coordination by taking into account the complexities inherent in meeting the needs and expectations of numerous administratively autonomous UN entities with specific programmatic structures.
- Provides upon request guidance and/or technical assistance to Security Focal Points in carrying out mandatory reviews of their premises resulting in an individualized course of action being produced for each entity within a reasonable timeframe to ensure compliance with SRM recommended measures. On this basis the SRM will be continuously updated on the status of measures implemented.
- Supports the CSA in reviewing and monitoring activities related to preparation of the Area Security Plan for Switzerland, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation.
- Coordinates the Security Focal Points (SFP) network system through the preparation of a consolidated database of UN personnel and their dependents in Switzerland. The incumbent will assist the Agencies in identifying staff members for nomination by the Executive Heads to perform the role of SFPs and alternate SFPs.
- Designs, develops, implements and maintains an efficient communication strategy for Switzerland based UN agencies to support the CSA, including a reliable crisis communication system. Verifies that Switzerland based AFPs comply with UNSMS policies and produces recommendations for remedial actions.
- Develops and conducts training sessions on issues under his/her area of responsibility.
- Co-operates pro-actively with SSS Geneva Threat and Risk Analysis Unit (TRAU) and AFP Security Analysts in the identification and evaluation of threats and risks.
- Upon receipt of request from UN AFPs for assistance with large conferences or the provision of specialized technical assistance, coordinates the provision of such services by SSS ensuring the correct notifications are made to DHSSS.
- Presents regular updates on inter-agency coordination matters to the CSA and maintains proactive working relations with both DHSSS and DRO counterparts involved in emergency response coordination and inter-agency matters.
- Maintains proactive working relations with Host Country authorities responsible for security, fire prevention, safety and crisis management. Ensures a well-coordinated crisis management response mechanism by assuming a leading role in the SSS Geneva Crisis Cell. In case of emergency, coordinates the actions of the SFP's, and more specifically the Switzerland Security Cell, as a precursor of any major crisis related coordination, and provides advice to the DO through the CSA.
- Ensures the CSA is provided on regular basis with the necessary information from AFPs to fulfill UNDSS regular reporting needs, including updated lists of UN personnel and their recognized dependents; major incidents concerning UN staff, premises, facilities and offices, as well as the status of security awareness training and briefings. Ensuring that any such events are updated to SSIRS.
- May be requested to assess the need for security related equipment and participate in requisitioning processes; participates in the preparation of the Service’s budget submissions and cost plan, particularly as it related to the discharge of assigned duties.
- Performs any other managerial duties and the discharge of responsibilities as they relate to SSS Geneva.

Education

Advanced university degree (Master’s degree or equivalent degree) in disaster or emergency management, security risk management, political science, military staff college, law enforcement or related area is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

A certification from the Security Certification Programme (SCP) is desirable.

Work Experience

A minimum of seven years of disaster management, risk management or security experience in the public or private service areas such as national security, military or police service, or in a corporate environment is required.

At least three years of experience at the managerial level is required.

International experience or experience in UN peacekeeping or with the United Nations Security Management System (UNSMS) in the field is desirable.

Experience with inter-agency security coordination work is desirable.

Prior experience in the provision of training to United Nations Security Management System (UNSMS) entities is desirable.

Experience in dealing with gender issues within a UN security context is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-base interview.

This a project funded position with an initial appointment of one year, starting as soon as possible. Extension of the appointment is subject to availability of funds, continuation of the mandate and satisfactory performance.
