Result of Service

• Submit final draft of the concrete performance indicators report for the “People Strategy 2021-2025: Our Road Map for the Future” and the development of various approaches and pathways to achieve them.
• Step by step guidelines on how UN entities can develop targets based on the People Strategy indicators stated in the report.

Duties and Responsibilities

The Global Strategy and Policy Division (GSPD) of the Office of the Human Resources Management (OHR), Department of Management Strategy, Policy and Compliance (DMSPC) is seeking a strategic human resources management specialist (consultant) to assist with the development of specific targets and indicators linked to the strategies outcomes of the “People Strategy 2021-2025: Our Road Map for the Future”, as well as to develop specific steps and approach to achieve the targets. The consultant will also be expected to develop guidelines on how entities can develop concrete targets adapted to their context.

GSPD serves as the central strategic authority for all matters pertaining to the management of human resources. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff.

The consultant will report to the Director of GSPD, with the following responsibilities and duties:

• Update and further develop performance indicators described in the People Strategy of 2021, linking it specifically to progress made in 2021 and adjusting priorities for 2022 and beyond.
• Further develop the proposed measures and targets with project owners and subject matter experts.
• Create a methodology, as well as the necessary steps to implement it, for UN entities to develop targets based on the People Strategy indicators.
• Prepare a project plan, including timelines and milestones for the elaboration of the proposed measures and targets;
• Engage subject matter experts to obtain ideas for content development;
• Assess/analyze requirements/needs and built perspectives;
• Identify, obtain and organize substantive input from subject matter experts, UN and non-UN sources;
• Perform quality assurance reviews, editing and proofreading of prepared material;
• Draft and edit report in line with the UN editorial standards;
• Respond to queries and change-requests from stakeholders;
• Obtain final approval of contents from relevant stakeholders;
• Create supporting promotional material, including presentations, to summarize final product;
• Perform other duties as assigned

Qualifications/special skills

Skills and knowledge: Excellent analytical abilities. Impeccable drafting skills. Ability to work effectively within a team. Ability to work in a self-directed environment, meeting strict deadlines. Knowledge of United Nations system. Proficiency in relevant computer software (e.g., Microsoft Office 365 applications, including SharePoint, web platforms, etc.). Ability to demonstrate drive, and to work in an organized and independent manner on a variety of topics within the domain, as well as related topics in the broader HR arena.

Academic Qualifications: Master degree in humanities, social science, public or business administration, or related is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Specialization in human resources management, organizational development, talent management, organizational behavior or a related area desirable.

• A minimum of fifteen years of experience in human resources management, organizational development or talent management is required.
• Experience in analyzing and reviewing current strategic human resources trends is required.
• Experience in developing measurements and targets to measure progress in human resources strategies is required.
• Experience in assessing and analyzing requirements or needs, and to develop new perspectives is required.
• Experience in a corporate setting and talent management areas, such as talent acquisition, workforce planning, supporting/leading change or project management is required.
• Experience in drafting corporate reports on human resources management is required.

Language: Fluency in English, both written and oral.
