Cadre organisationnel

The position is located in the United Nations Mission in South Sudan (UNMISS).

The United Nations Security Council adopted resolution 2567 (2021) deciding that UNMISS’s mandate is designed to advance a three-year strategic vision to prevent a return to civil war in South Sudan, to build durable peace at the local and national levels, and to support inclusive and accountable governance and free, fair, and peaceful elections in accordance with the Revitalised Agreement.

The position is based in Juba and is located in the Electoral Affairs Division. The Electoral Officer (Legal and Procedures) will be under the direct supervision of the Senior Electoral Officer.

Responsabilités

The Electoral Officer (legal and procedures) will assist the Electoral team of UNMISS in carrying out the following duties and responsibilities:
• Provide legal advice to national authorities on the legal framework for elections, including constitutional provisions related to elections, the electoral law, political party registration, voter registration, candidate registration, dispute resolution, electoral procedures, rules and regulations, codes of conduct and other legal issues related to the electoral process;
• Support the implementation of electoral programs and processes in legal drafting, complaints and dispute resolution, capacity-building, institutional reform and development;
• Analyze legal texts applicable to the electoral process and provide technical advice to the national authorities;
• Monitor the impact of domestic and international norms and processes on female participation and provide advice on appropriate corrective measures;
• Provide technical assistance in the above areas as required;
• Contribute to capacity-building of national counterparts and strengthening of national institutions;
• Establish and maintain professional and productive partnerships with national counterparts and other key stakeholders and partners in the electoral process;
• Provide regular briefings and reports in the assigned area of responsibility;
• Supervise and manage the performance of national and international staff assigned to the area of responsibility;
• Perform other related duties as required.

Formation

Advanced university degree (Master’s degree or equivalent) in Political Science, International Relations, Law, Public Administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Expérience professionnelle

A minimum of seven (7) years of progressively responsible experience in elections and related areas in at least three (3) countries is required.

At least three (3) years of experience in supervising, implementing, supporting or advising on electoral processes is required.

Experience in election law, procedures, support to national institutions in addressing voter disputes, candidacy registration disputes, elections results, and operations disputes, or related areas is required.

United Nations electoral experience in a peacekeeping operation, political mission and/or a UN agency or other relevant international electoral experience is required.

Experience in developing countries and in a post-conflict situations is required.

Previous experience of managing teams of different backgrounds and nationalities is desirable.

Experience in bilateral or multilateral negotiations is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.

Notice spéciale

• This position is temporarily available for three months with possibility of extension subject to availability of funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
