Expected duration

¿ The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
¿ Remuneration for this consultancy will be 2,300 USD, depending on fund availability, qualifications, and relevant experience.
¿ The incumbent can be in any UNRWA field of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).

Duties and Responsibilities

• Handles various responsibilities such as planning, scheduling, coordinating, and managing all the aspects of the project.
• Works on multiple projects in a concurrent fashion and manages timelines, scope, and budget.
• Uses the tools for Agile project management such as Agile Modelling, Essential unified Process (EssUP), Dynamic Systems Development Method (DSDM), Agile Unified Process (AUP) Open Unified Process (OpenUP) , Scrum, Extreme Programming (XP), Velocity tracking, Feature Driven Development (FDD).
• Interacts with the clients and understands their requirements.
• Communicates, facilitates and liaises between Business Relationship Managers, technical teams, and the client/partner for managing the delivery of the project and communicating accordingly.
• Maintains status reports of the project and keeps a record of the previous reports.
• Compiles historical data available with the team and presents it for the reference of the senior officials and the team members working on the project.
• Present the status report of the project to the senior officials of the organization.

• Perform other duties as may be required.

Qualifications/special skills

Academic Qualifications:
¿ A university degree or master's degree from an accredited educational institution in
information technology, information management, Information systems, computer science,
computer engineering, Software engineering, Business Administration, Management, or other
related disciplines;

Experience:

¿ A minimum of 10 years of experience for a bachelor’s degree and a minimum of 8 years for a master’s degree in Project management.

¿ Solid understanding of software development life cycle models, expert knowledge of Agile and traditional project management principles and practices, and the ability to blend them in the right proportions to fit a project and business environment.
¿ A proven track record of successfully implementing software or web development projects using Agile methodologies, including managing large, complex projects in a high-tech development environment with multi-function teams.
¿ Solid Experience in ServiceNow.
¿ Prior experience with SCRUM/Agile methodologies with enterprise-level application development projects.
¿ Experience overseeing multi-function project teams with at least 10-15 team members, including Developers, Business Analysts, and QA Personnel.
¿ PRINCE 2 certification and AGILE SCRUM MASTER certifications are desired.


DESIRABLE QUALIFICATIONS

¿ Certification in Agile project management.
¿ Certified Scrum Master, DSDM Foundation, DSDM Practitioner, and Certified Scrum Practitioner.
¿ PMI-ACP, CSM, or equivalent preferred.

DESIRABLE EXPERIENCES

¿ Demonstrated experience presenting work to both technical and non-technical audiences.
¿ A strong troubleshooting methodology and the ability to work under fast-paced timelines with creative solutions.

Additional Information

UNRWA has signed a Memorandum of Understanding (MoU) with the United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities for Palestine refugees in all UNRWA areas of operations (Gaza, West Bank, Jordan, Lebanon, and Syria). Through this new collaboration, UNRWA becomes a provider of Information Management, Technology services, and capacity augmentation to the UNICC technical team on a cost-recovery basis through IMTD/IT Service Center (ITSC), HQ Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost-recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking an – Senior Agile Project Manager who will play project manager vital role in planning, analyzing, and implementing the project. He is the one who sets deadlines for the project and chooses an appropriate method for the development. Therefore, he/she should have extensive knowledge of the development life cycles.

The consultant will report administratively to Head Information Technology Service Centre at Headquarters Gaza and technically to United Nations International Computing Center (UNICC).
