Org. Setting and Reporting

This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Beirut, Lebanon. The incumbent reports to the Chief of the Asia Pacific, Middle East and North Africa Branch, in regular coordination with the Chief of the Middle East and North Africa Section.


Within delegated authority, the incumbent acts as OHCHR Regional Representative for the Regional Office for the Middle East and North Africa (ROMENA), and will be responsible for the following duties:

- Follows human rights developments in the region, with a view to providing the High Commissioner with advice, including on early-warning signs;
- Leads and coordinates the work of OHCHR Regional Office for Middle East and North Africa (ROMENA) following OHCHR mandate including advisory services, technical cooperation, protection and promotion of human rights;
- Formulates human rights strategies, including from a gender equality perspective; contributes to the Office vision for ROMENA and creates the conditions for implementing and monitoring that vision and direction;
- Represents the High Commissioner on matters of human rights;
- Negotiates with relevant stakeholders to conclude technical cooperation agreements and supervises implementation of projects;
- Builds and maintains relationships with the Middle East and North Africa authorities, Ambassadors, UN country teams to advocate on human rights issues of concern;
- Builds and maintains relationships with Agencies, and other intergovernmental organizations and non-governmental organizations on human rights issues and implementation of programmes;
- Advises the Government on key human rights approaches and develops and maintains relations with officials at the highest levels of government, advising and assisting them through technical cooperation on human rights issues and policies;
- Exercises effective daily management of the office, including oversight of all logistic, financial and human resources in accordance with relevant UN Rules and Procedures;
- Advises the UN Resident Coordinators and the UN Country Team on strategies to build and strengthen national capacities and institutions for the promotion, protection and mainstreaming of human rights;
- Assists the relevant United Nations human rights mandate-holders in the discharge of their mandates;
- Designs, develops and implements projects and programmes to address human rights issues, including their gender dimensions;
- Formulates the programme of work, budget and medium-term plan of the office and participates in the overall formulation and approval of the programme of work, and administrative matters;
- Prepares human rights reports on key sectors or key regional developments;
- Coordinates and oversees human rights research initiatives;
- Performs other related duties as required.


PROFESSIONALISM: Knowledge of and wide exposure to the full range of human rights issues, in particular with regard to national protection systems, and human rights mainstreaming. Strong knowledge of institutional mandates and international standards pertaining to human rights. Experience with approaches and techniques to address highly sensitive and complex issues and problems. Knowledge and experience of the Asia-Pacific region, including its human rights and political situation. Ability to exercise independent judgement and discretion in advising on and handling major issues and problems; Substantive experience in managing projects and programmes. Knowledge of the structure and functions of the United Nations system, its organs, agencies and programmes. Knowledge and experience of mainstreaming human rights in the development work of the United Nations. Knowledge as well as substantive and practical experience of the programming and planning tools and frameworks. Advanced University degree (Masters degree or equivalent) in law, political science, international relations, social sciences or related field. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.

Experience in developing, implementing, and coordinating strategies related to human rights is required.

Experience working in fields operations is desirable.

Experience in human rights, monitoring, mainstreaming and technical cooperation in a UN field context is desirable.

Experience in planning and managing budgetary and human resources related issues is desirable.

Experience leading geographically dispersed teams is desirable


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
