Result of Service

UN-Habitat will be able to ensure tracking, monitoring and evaluation of the projects. UN-Habitat will benefit from the consultancy by assisting the management on implementing and reporting of the projects activities. UN-Habitat will be able to develop and establish a well-structured monitoring, evaluation and reporting system of its activities which will ensure results at different levels. Further, UN-Habitat will have its own SOP and guidelines on M&E.

Additionally, UN-Habitat will benefit from the evaluation of its completed and ongoing projects and also from the lesson learned mechanism that will be developed. Finally, UN-Habitat will be able to produce well-structured progress reports by ensuring evidenced backed-up reports and generate different data that will be required for future planning.

Duties and Responsibilities

Organizational Setting:
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

Background:
UN-Habitat has been active in Iraq since 1996 under the Oil for Food Programme. After 2003, UN-Habitat was largely engaged in early recovery efforts, particularly those supporting internally displaced persons through the provision of shelter and reconstruction solutions.
After more than two years since the official declaration of the ‘end of war against ISIL’ by the Government of Iraq in late 2017, approximately 1.18 million people are still internally displaced. Many of the internally displaced persons who are originally from Sinjar are caught in protracted displacement, in which they are displaced for almost six years. Studies show that destruction and/or damage to former residences, lack of basic services due to severe damage to public facilities, and the lack of housing, land and property rights documentation are among common obstacles to return. According to the housing damage assessment jointly conducted by UN-Habitat and Shelter Cluster Iraq, there are 4,570 severely damaged or destroyed houses in Sinjar, and approximately 3,000 houses in Sinjar are left without support.
With the recent outbreak of COVID-19, surveys show that more internally displaced persons in Iraq are willing to return to their areas of origin, trying to avoid congested living conditions with inadequate water and sanitation facilities in many of the camps. On the other hand, many conflict-affected areas including Sinjar still have not managed to rehabilitate water, sanitation, hygiene and health facilities that were damaged during the conflict. In order to prevent the ‘secondary displacement’ of those who returned, it is critical to ensure that adequate water, sanitation, hygiene and health facilities are available in the areas of origin.

The project titled “Promoting peace and stability in Iraq by facilitating sustainable returns” aims to facilitate sustainable returns of vulnerable population in Sinjar by supporting housing, land and property rights and improve living conditions of returnees.

The main objective of this consultancy is to be the focal point for monitoring and evaluation of UN-Habitat’s project. He/she will also assist the Project Manager on day-to-day management, coordination, evaluation and reporting of the project.
Reporting Line:
The incumbent will be based in Erbil, UN-Habitat Office, reporting to Head of UN-Habitat Iraq and /or his/her designate.

Duties and responsibilities:
Within the delegated authority and under the supervision of Head of UN-Habitat Iraq, and/or his/her designate, the Monitoring and Evaluation Officer will be responsible for the following duties:
• Conduct the monitoring and evaluation of the projects;
• Contribute to coordination, monitoring and reporting of the projects;
• Develop and implement monitoring and evaluation plan for the projects;
• Develop Standard Operational Procedures and guidelines on monitoring and evaluation for the projects;
• Establish an effective data collection, analysis and reporting mechanism in liaison with relevant staff members of UN-Habitat Iraq for to monitor and evaluate impact and progress of the projects;
• Support with the collection of data, management of data and information, analysis related monitoring, reporting and evaluation of the projects;
• Prepare progress reports, monitoring reports, tender documents, and other relevant documents related to UN-Habitat’s project;
• Liaise with relevant staff members of UN-Habitat Iraq to plan, organize and conduct meetings and workshops with the government counterparts, community leaders and beneficiaries, NGOs, and other stakeholders;
• Support management of UN-Habitat Iraq in inter-agency meetings related to monitoring and evaluation, and M&E Working Group.

Reporting Line:
The incumbent will be based in Erbil, UN-Habitat Office, reporting to Head of UN-Habitat Iraq and /or his/her designate.

Qualifications/special skills

Academic Qualifications:
• Advanced degree in law, Project Management, Social Sciences, Development Studies, Statistics, or other relevant field of studies is required; A first-level university degree with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
• Minimum 3 years of relevant experience is required;
• Experience in project management and/or monitoring and evaluation is required;
• Experience in coordination and facilitation of multi-stakeholder forum and/or advocacy is an advantage;
• Direct or indirect experience with Korean (KOICA) funded projects or partners is highly desirable;
• Motivated to contribute towards peace and development and to serve others;
• Excellent interpersonal, networking and communication skills;
• Wiliness to contribute and work as part of the team;
• Flexible and open to learning and new experiences; and
• Respect for diversity and adaptability to diverse cultures, environments and living conditions.

Language:
• English and French are the working languages of the United Nation Secretariat, for this position fluency in English (both oral and written) is required. Fluency in Korean language is desirable, and knowledge of Arabic is an asset.
