Duties and Responsibilities

1. Background of the assignment:

UNICRI is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

• to advance understanding of crime-related problems;
• to foster just and efficient criminal justice systems;
• to support the respect of international instruments and other standards;
• to facilitate international law enforcement cooperation and judicial assistance.

Integrated knowledge management through research and the dissemination of relevant information on crime prevention and criminal justice is one of UNICRI’s core objectives. This objective is reliant upon specialized training and education activities. In carrying out these objectives, UNICRI offers a series of post-graduate classes and short courses on topics that fall within the scope of its mandate

2. Purpose of the assignment:

Within the framework of the UNICRI Training and Advanced Education Programme, the Consultant will provide substantial input to in the successfull implementation of the UNICRI’s on-line training activities, including both the e-learning component of the next edition of the LL.M. in Transnational Crime and Justice and a new Master programme on Cybercrime, Cybersecurity and International Law which will be delivered fully on-line.


3. Specific tasks to be performed by the Consultant:

Under the supervision of the Programme Officer, the Consultant will perform the following duties:

• Provide substantial input in planning and organizing of a new on-line Master Programme on Cybercrime, Cybersecurity and International Law to be launched by the end of 2022 in collaboration with the University for Peace (UPEACE), located in Costa Rica.
• Provide expertise in technical component, as well as in learning needs, to ensure proper coordination with the projects’ partner (UPEACE) which is the host of the e-learning platform. While the relevant IT Department of UPEACE will perform the technical tasks, the consultant will have to provide subject matter information and liaise with end users (students and lecturers).
• Provide substantial input to the implementation of the sixth edition of the LLM in Transnational Crime and Justice (November 2022 – July 2023), in particular its online phase by managing the e-learning platform of the ongoing and next year LLM programmes, to be used throughout the residential phase of the programme (e.g., for training materials, schedules, post announcements, exams, etc.).
• Advise and provide guidance on the management of the e-learning platforms for both Master programmes, including with regards totraining materials, schedules, post announcements and online delivered exams.

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master or equivalent) in social sciences, including, but not limited to criminology, political science, sociology, human resources, arts, public administration, public affairs, international relations or law is required.
Experience: Minimum of five (5) years of relevant experience in the academic field and/or practical experience in supporting the implementation of post-graduate programmes, including on-line training, is required. Previous experience supporting courses in the field of transnational organized crime and law is desirable. Previous relevant experience working with the United Nations and similar larger international organizations is also desirable.
Language: Fluency in English is required. Knowledge of Spanish (main stakeholder and partner language) is desirable. Knowledge of Italian (host-country language) is highly desirable.
