Result of Service

The consultant will conduct a national-led Sendai Framework Mid Term Review process in Bhutan. The consultant will support the Department of Disaster Management, Ministry of Home and Cultural Affairs and UNDRR Asia Pacific Regional Office across the midterm review process in Bhutan, in line with guidance available at https://sendaiframework-mtr.undrr.org/ ensuring linkages with ongoing DRR processes at national and subnational level.

Duties and Responsibilities

Recognisant that the period to 2023 marks the midpoint in implementing the Sendai Framework, the UN General Assembly decided to “hold a midterm review of the implementation of the Sendai Framework in 2023 to assess progress on integrating disaster risk reduction into policies, programmes and investments at all levels, identify good practice, gaps and challenges and accelerate the path to achieving the goal of the Sendai Framework and its seven global targets by 2030”.
The Sendai Framework Mid Term Review will provide an opportunity to take stock, with the active engagement of civil society and the private sector, of national progress and raise the level of ambition and political commitment to achieving the goal of the Sendai Framework and its seven global targets by 2030.
Specifically, the consultant will accomplish the following tasks:
• Draft the inception report, including the methodology for the assignment
• Conduct a literature review of selected documentation on DRR in Bhutan
• Develop the needed tools such as questionnaires, agendas for consultations, interview protocols and others based on the MTR SF Guidance Note;
• Conduct consultations workshops/meetings (online and/or in person depending on dispositions by the national Government) at different administrative levels – national, sub-national, local and sectorial and different DRR stakeholders including civil society, private sector, academia and others defined together with the national Government.
• Conduct of supplemental consultations such as open (online) surveys, thematic or sectoral focus group discussions (virtual or in-person), and literature review on defined thematic areas (e.g. financing, gender equality, linkages with climate change and sustainable development, others)
• Capture, record, and analysis of content of consultations and review;
• Generate learning and recommendations which are grounded in country-level experience;
• Work in close coordination with the Department of Disaster Management and other group of consultants/organizations relevant to SFDRR monitoring and reporting;
• Prepare a draft report after consultation with the stakeholders and present to DDM and stakeholders
• Prepare the final national report (VNR) and coordinate/support its submission to UNDRR in coordination with DDM;
• Translate the national MTR voluntary national report into national language for publication.

Qualifications/special skills

Academic Qualifications: Bachelor's Degree in Disaster Risk Management, Social Sciences, Economics, Environmental studies, Public Administration, Journalism, Geography or related field is required.
Experience: • At least 5 years work experience in one or more of the following areas is required: disaster risk management; climate change adaptation and resilience; public administration; organizing and delivering training and capacity building workshops/courses; qualitative research; journalism.

• Demonstrated experience in drafting reports and conducting consultations with stakeholders is required.
Language: Fluency in English is required. Knowledge of local language is desired.
