Org. Setting and Reporting

The United Nations Ethics Office was established by the Secretary-General as an independent Secretariat unit subsequent to the approval of the General Assembly at the 2005 World Summit (see Assembly resolution 60/1, para. 161 (d)). Having commenced operations on 3 January 2006, and in accordance with Secretary-General's bulletins ST/SGB/2005/22 and ST/SGB/2007/11, the United Nations Ethics Office's functions include: (a) Providing confidential advice and guidance to staff on ethical issues, including administering an ethics helpline; (b) Administering the Organization's financial disclosure programme; (c) Administering the Organization's protection against retaliation policy; (d) Developing standards, training and education on ethics issues, in coordination with the Office of Human Resources and other offices, and conducting ethics outreach; (e) Supporting ethics standard-setting and promoting policy coherence within the Secretariat and among the Organization's separately administered organs and programmes. This position is located in the United Nations Ethics Office. The Programme Assistant will be directly supervised by the Senior Ethics Officer and head of the Advice and Financial Disclosure Programme Unit and report to the Senior Ethics Officer, within limits of delegated authority under the overall supervision of the Director of the United Nations Ethics Office.

Responsibilities

Within limits of delegated authority, the Programme Assistant may be responsible for the following duties:
• Provides assistance in support of planning and administering the UN Financial Disclosure Programme (UNFDP), including implementing activities/processes related to UNFDP with the support of other assistants of the Office.
• Researches, compiles, analyses, summarizes, and prepare information/data on UNFDP.
• Assists in the planning and preparation of annual administration of UNFDP; monitors status of UNFDP filing; takes necessary action to ensure UNFDP filing is completed within the designated timeframe.
• Assists in the preparation and analysis of data/ statistics, patterns and trends, and other materials of UNFDP for monitoring, reporting and presentation purposes; provides assistance in billing and requisition processing in UMOJA.
• Assists in the monitoring and status of UNDFP filing and making referrals of non-compliant cases to participating entities for accountability; categorizes, updates, tracks and analyses data related to administration of UNFDP, e.g. designation of filers, submission rate, cost recovery, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions.
• Provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
• Assists in drafting briefing notes and presentations related to UNFDP.
• Serves as focal point for coordination, monitoring and expedition of filing activities of UNFDP, involving extensive liaison with OICT, UNFDP's External Reviewer, other relevant officials in UN offices, departments and other entities as well as to respond to requests for advice and guidance, information requests and inquiries, obtain necessary clearances, process and follow-up on required actions, to maintain communication flow, to attend meetings with them and to resolve issues related to UNFDP, both in substantive and technical aspects, and compliance, etc.
• Prepares, maintains and updates files (electronic and paper), internal database and data collection tolls related to UNFDP and other confidential records management systems of the Office; compiles and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes and references for use in preparation of UNFDP-related reports, briefs, etc.
• Drafts, screens and prioritizes outgoing/incoming correspondence and communications related to various aspects of administration of UNFDP, including launch messages, responses to queries and requests and other related issues, identifies issues requiring attention and refers to relevant officers for appropriate disposition, as well as prepares unit contributions for a variety of periodic reports, correspondence and other communications.
• Provides guidance and training to UNFDP participants in navigating the UNFDP filing system, including technical troubleshooting, in coordination/cooperation with the Information Management Assistant and/or the other Programme Assistant.
• Performs other duties as assigned by the Director of the United Nations Ethics Office and/or the Senior Ethics Officer.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of seven years of progressively responsible experience in programme or project administration, technical cooperation or related area is required.

Experience in IT support provision, billing and requisition using an ERP system (such as SAP, Oracle) or similar system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
