Cadre organisationnel

The post is located in the Office of Staff Legal Assistance (OSLA), Office of Administration of Justice (OAJ) in Nairobi. The Office of Staff Legal Assistance is headed by a Chief, who without prejudice to his or her responsibility to provide legal assistance to staff members in an independent and impartial manner is accountable to the Executive Director.

Under the overall supervision of the Chief, the incumbent will provide case management and legal research and related support to OSLA Legal Officers in Nairobi as well as field offices in Geneva, Beirut, Addis Ababa, Entebbe and New York.

Responsabilités

Within limits of delegated authority and depending on location, the Legal Assistant will be responsible for the following duties:
• Researches and compiles legal materials for use in the preparation of studies and reports and for matters before the administrative tribunal.
• Assists in managing the caseload and files of individual Legal Officers at Headquarters and in the field offices as required, ensuring that all related correspondence and other documentation are appropriately filed, registered and followed up.
• Maintains and updates the OSLAW database with case processes to ensure that the database accurately reflects the status of each at any given time.
• Independently handles, or refers to the appropriate officer as appropriate, a variety of verbal and written inquiries from internal and external parties, including providing information on processes and procedures related to specific legal activities, including disciplinary and appeal cases etc.
• Under supervision, may review, summarize and index significant rulings, legal opinions, recommendations, etc.
• Under supervision, may review, verify and process legal instruments ensuring conformity to relevant guidelines and requirements, extract key data and update the database, monitor requisite follow-up actions, approvals, etc.
• Under supervision, may edit and conduct a final check for accuracy of a variety of specialized legal documentation, instruments, publications and related correspondence.
• Assists in the preparation of legal documents for electronic storage, access and circulation/publication, including document scanning and conversion, review of content and extraction of key data and text excerpts for categorization and indexing purposes, etc.
• Creates, as necessary, maintains and updates the internal database with case processes to ensure that the database accurately reflects the status of each at any given time; generates a variety of standard and non-standard statistical and other reports from various databases; provides detailed information on processes and procedures related to legal cases.
• Provides initial technical support to users to resolve hardware/software problems and provides a link with the IT Support Help Desk; assists in forecasting budget for information technology requirements; maintains an inventory of existing computer equipment.
• Provides general office support services; drafts, edits, proofreads and finalizes for signature and/or process a variety of correspondence and other communications.
• Sets up and maintains reference files/records; schedules appointments/meetings, monitors deadlines, etc.
• Coordinates administrative services in OSLA to include reviewing and monitoring requests for legal assistance, liaising with relevant units, and maintaining related statistics for reporting purposes as required.
• Performs a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.).
• May provide guidance/training to less experienced staff.
• Performs other ad hoc duties as assigned.

Formation

High school diploma or equivalent is required.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Expérience professionnelle

A minimum of five years of progressively responsible experience in general office support or
related area is required.

Experience in paralegal work is desirable.

Experience using Adobe Pro DC, Excel, Microsoft Teams, ERP systems (such as SAP, UMOJA or similar applications) is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

NOTE "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of equals a rating of' confident" in two of the four areas.

This position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013..." Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Staff members are not eligible to apply for the current temporary job opening if they are unable to serve the specified duration of temporary need before reaching the mandatory age of separation.
