Result of Service

The Consultant will contribute to the achievement of the following:

• Support the EMG Consultative Process to prepare a UN system wide approach towards a pollution-free planet.
• Organization of meetings to keep the momentum of the EMG Consultative Process/Core Working Group plastic pollution and enable information and knowledge exchange among EMG members in the area of plastic pollution, including CWG reports.
• Support the EMG CWG on Plastic Pollution to prepare key strategic messages on plastic pollution in the context of the major international meetings in 2022.
• Support the development of a UN common offer on an inclusive and just transition towards a plastic pollution-free planet, including the preparation of an overview of UN system contributions to solving the challenge of plastic pollution as well as an analysis of internal measures taken within the UN system to address plastic pollution at the corporate level.
• Assistance with the internal reporting in the EMG.

The Consultant will be expected to deliver agreed-upon outputs and services within a period of 5 months starting August 2022 until December 2022 during which the consultant will work for 70 days.

Duties and Responsibilities

Pollution is one of the three major crises faced by our planet, together with climate change and biodiversity loss. The UN Environment Assembly (UNEA) placed pollution high on the global agenda with the adoption in 2019 of a global Implementation Plan Towards a Pollution Free Planet which places UN-wide partnerships as a critical component towards its delivery.
Achieving the Implementation Plan Towards a Pollution-Free Planet requires a system-wide, coordinated approach that can target the root causes and drivers of pollution and deliver deeper, broader impacts.

Against this background, the Senior Officials of the UN Environment Management Group decided at their 27th meeting in October 2021 to establish a Consultative Process to prepare a UN system-wide approach on a Pollution-Free Planet. A Core Working Group has been formed under the Consultative Process to unite efforts across the UN system on solutions for challenges posed by plastic pollution specifically.

The EMG Secretariat seeks to engage a consultant who will support the implementation of the Consultative Process’ undertakings.
Under the supervision of the EMG Secretariat Head of Office, the Consultant will undertake the following tasks:
• Prepare a set of key messages from the UN system on plastic pollution
• Compile an overview of how the UN system provides sustainable solutions to the challenge of plastic pollution
• Support the development of indicators on internal performance of UN entities in addressing plastic pollution
• Support the development of a UN common offer on an inclusive and just transition towards a plastic pollution-free planet
• Support other tasks related to the implementation of the Terms of Reference of the Consultative Process as requested


Specific tasks and responsibilities:

• Support the work of the EMG consultative process and continuity of its work by holding its meetings
• Support the EMG WG on Plastic Pollution to prepare a common offer from the UN on plastic pollution, based on a mapping of efforts in support of Member States and internally
• Support the EMG WG on Plastic Pollution to prepare key strategic messages on plastic pollution for the SG in the context of the major international meetings in 2022
• Organization of WG Meetings including its reports
• Report on progress and preparation of a proposal for the future of the consultative process to the EMG Senior Officials meeting in November 2022
• Prepare and review briefs and PowerPoint presentations
• Any other tasks in support of the broader Consultative Process on a Pollution-Free Planet

Qualifications/special skills

Skills: The candidate should demonstrate the ability to conduct independent research and analysis, excellent communications and inter-personal skills, and competence in data analysis and knowledge sharing methodologies. The candidate should have the ability to deliver outputs and work under pressure to meet the deadlines mentioned in this ToR.

Academic Qualifications: An advanced university degree in the area of environmental/sustainability studies or related discipline. Considerable years of work experience may be accepted in lieu of the advanced university degree.

Experience: Minimum 5 years of relevant work experience in international environmental governance and multi-stakeholder collaboration. In-depth knowledge of the pollution challenge and the plastics value chain. Experience in preparing analytical reports, qualitative and quantitative research and organizing multi-stakeholder meetings, in particular in the context of the UN system, is a requirement.

Language: For this post, fluency in oral and written English is an absolute requirement. Knowledge of French would be an added advantage.
