Result of Service

Duties and Responsibilities

The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

The Compliance, Evaluation and Monitoring Section (CEMS) of the Department of Safety and Security (UNDSS) is looking for a home-based consultant to conduct an evaluation of the Emergency Trauma Bag (ETB) training programme. The ETB training is one of the components of the First Responder Programme (FRP), designed to provide pre-hospital emergency medical intervention for critically ill or injured UN personnel. The FRP is an important Security Risk Management (SRM) measure in high and very high-risk areas.

The consultant will work under the overall supervision and report directly to Chief, CEMS. The consultant will be responsible for designing and conducting the evaluation of the ETB training programme as stipulated in the evaluation Terms of Reference.

The duties and responsibilities of the evaluation consultant are as follows:

• Develop, implement and evaluate assigned programmes/projects, etc.; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiates corrective actions; liaise with relevant parties; ensure follow-up actions.
• Research, analyze and present information gathered from diverse sources.
• Generate survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
• Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiate and coordinate outreach activities; conduct training workshops, and seminars on evaluation methods and approaches
• Engage in evaluation capacity building and support initiatives for Secretariat entities
• Provide advice and guidance to Secretariat entities in building their evaluation capacity
• Review evaluation policies, plans, terms of reference, data collection instruments and reports, to provide methodological support and quality assurance
• Perform other duties as required.

Qualifications/special skills

Academic Qualifications:
• Advanced university degree (Master’s degree or equivalent) in evaluation, social sciences or a related area is required.
• A relevant first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

• At least seven years of progressively responsible relevant experience in evaluation are required.
• Out of the seven years, at least five years of demonstrated relevant professional experience in design, management and conduct of evaluation processes with multiple stakeholders, survey design and implementation, and project planning, monitoring and management are required.
• Experience in at least three evaluations with international (development) organizations is required.
• Proven competency in quantitative and qualitative data collection and analysis methods, particularly self-administered surveys, document analysis, and informal and semi-structured interviews are required.
• Relevant experience in evaluation of training programmes is desirable.

• Fluent oral and writing communication skills in English are required. Knowledge of other UN official languages is desirable.
