Org. Setting and Reporting

This position is located in the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office of the Director for Coordination and Shared Services (ODCSS) which enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The position is under the general supervision of the Finance & Budget Officer.

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions

Responsibilities

Within delegated authority, the Senior Finance & Budget Assistant will be responsible for the following duties:

Budget Preparation:
• Reviews, analyses and assists in the finalization of cost estimates and budget proposals for projects funded under extra-budgetary resources, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the strategic framework and other legislative mandates.
• Assists managers in the elaboration of resource requirements for budget submissions.
• Undertakes research and provides support to Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
• Records allotments based on approval authority, including redeployment of funds when necessary, ensuring appropriate expenditures.

Budget Administration:
• Performs certifying functions of financial transactions as per delegation of authority.
• Provides expert advice to clients on procedures and interpretation of Financial Rules and Regulations.
• Monitors extrabudgetary budget implementation/expenditures and recommends reallocation of funds as necessary.
• Reviews requisitions for goods and services to ensure (a) they are in line with authorized budgets, the priorities of the organisation and the UN financial rules and regulations, and (b) availability of funds.
• Reviews, analyses and processes payments to third-parties, commercial entities and individuals with respect to settlement of pay and allowances.
• Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Prepares relevant documents for the finalization of budget performance reports and submissions, analysing variances between approved budgets and actual expenditures.
• Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
• Regularly monitors budget implementation/expenditures, reviews commitments and reviews and recommends reallocation of funds as necessary.
• Prepares regular reports on the status of allotment and provide analysis for management report.
• Acts as the main focal point for preparation of expenditure data from Business Intelligence Module in Umoja, as well as for the implementation of Integrated Planning, Management and Reporting solution (IPMR).and the Grantor Module in Umoja.
• Prepares data for internal and external audits and follows-up on audit recommendations.

General:
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Prepares monthly budget performance, cash projection and contribution overview reports.
•Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
•Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
•Assists in the planning of unit and team staff work plans, monitor and report performance against the plans.
•Performs other related duties, as assigned.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of ten years progressive responsible experience in finance, budget, accounting, administrative services or related area is required.

Proven experience and skills in analyzing data and producing reports using business intelligence tools in an ERP System (such as Umoja) is required.

Experience with Trust Funds administration preferably in an international organization is required.

Experience working in an administrative office such as an Executive Office is desirable.

Experience in applying financial rules and regulations in the United Nations or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available until 31 January 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
