Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries.


Led by the United Nations Special Representative of the Secretary General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and National implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.


The RP23 will have three general objectives:


1. Present and analyze progress and obstacles at the national, subregional, and regional levels in the comprehensive and inclusive application of the implementation of the Sendai Framework, its goals, and priorities, through the identification of scope and inadequacies to promote coordinated attention.

2. Review compliance with the Regional Action Plan (RAP) updated to 2021 and, in the light of the findings of the RAR 2021, define regional priorities for the next two years 2023-2024.


3. Considering the systemic nature of risk, recommend inclusive and sustained mechanisms and strategies for the better support, development, and use of technology in comprehensive disaster risk management.¿

As such, the RP23 represents an opportunity for Member States and stakeholders to share experiences, build their capacities, transfer knowledge and show successes related to disaster risk reduction at the national and local levels. It is expected that this event will increase the degree of participation and the commitment of the parties and stakeholders interested in the implementation of the Sendai Framework as well as in the integral management of disaster risk as a key component for sustainable development. The Regional Platform, which will take place in a hybrid format, will include an intergovernmental segment, including a Ministerial Meeting and a Technical Meeting on the implementation of the RAP.

The consultant will report to the Deputy Chief with support of the External Relation Officer of the UNDRR Regional Office for the Americas and the Caribbean in close coordination with the National Emergency System (SINAE). The consultant will be required to work collaboratively and in coordination with other relevant parties of SINAE and UNDRR as partners involved in the organization of the event.

The consultant will work with the Government of Uruguay to support the coordination and organization of the VIII Regional Platform for Disaster Risk Reduction for the Americas and the Caribbean (RP23), to be held from 28th February to the 2nd of March 2023 in Punta del Este Uruguay. The RP23 is co-organized by United Nations Office for Disaster Risk Reduction (UNDRR), and the Government of Uruguay.



Duties and Responsibilities: The following activities are foreseen:

• Support the coordination between SINAE and UNDRR.

• Support the organization of sessions of the RP23 led by or with the participation of the Government of Uruguay, in coordination with other parties involved.

• Support the coordination with Ministry of Foreign Affairs (MOFA) for the declaration drafting, the high level and Ministerial segment as well as logistic requirements for VIPs.

• Support the organization of the opening and closing ceremony as well as the reception.

• Liaison with the United Nation Resident Coordinator Office to involve the UN country team in the organization of the RP23.

• Provide technical assistance to organize an environmentally sustainable conference.

• Liaison with the hybrid event manager to support the needs of SINAE for the planning, setting up and organization of a hybrid event (Audiovisual equipment, local staff, interpretation and logistical requirement).

• Organize technical and preparatory visits at the convention center and other in country missions.

• Coordinate with the Government of Uruguay the development of the logistic note, including arrangements for security, health, migration, accommodation, field visits and others as required.

• Liaison and coordinate the development of the COVID-19 protocol and ensure its dissemination to participants.

• Coordinate the accessibility requirements with SINAE, hybrid event manager and regional disability network to guarantee accessible services and events.

• Organize in site arrangements for attendee registration and badging.

• Support in country requirements for the procurement of services as requested.

• Make logistical arrangements for bilateral meetings before and during the event.

• Coordinate the in-person exhibition segment.

• Liaison with the communication teams of UNDRR when required.

• Any other support relevant to the RP23 as needed by the Government of Uruguay and UNDRR.

• The incumbent may be asked to support other segments of the RP23 or preliminary events, such as the Disaster preparedness workshop.

Qualifications/special skills

Academic Qualifications:
First level university degree in disaster risk reduction, disaster risk management, natural resources management, international relations, or related fields is required.

Experience:
Minimum of three (3) years of progressively responsible professional experience in the field of international relations, disaster risk reduction, climate change, and/or sustainable development is required.

Experience in organizing, leading and facilitating workshops and meetings is highly valuable.

Language:
Fluency in Spanish is required and knowledge of English is an advantage.
Working knowledge of another UN language is an asset.
