Cadre organisationnel

This position is located at the Risk Management and Compensation Section of the Financial Risk Management Services, Finance Division, Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent will work under the direct supervision of the Secretary of the Advisory Board on Compensation Claims (ABCC).

The Secretary of the ABCC and of the UN Claims Board (UNCB) provides documentary, analytical and administrative services to the Boards which make recommendations to the Secretary General and the Controller respectively, concerning the compensations to be paid to Staff Members, Consultants, Military Observers and Members of Commissions, committees or Similar Bodies in the event of A) death, injury or illness attributable to service with the
United Nations under Appendix D to the Staff Rules and ST/SGB/103/Rev.1, and B) loss of or damage to personal effects resulting from performance of official duties, service in a special area, or travel by means of transport furnished by or at the expense of the United Nations.

Responsabilités

Within delegated authority, the Administrative Assistant will be responsible for the following duties:

Human Resources Management:
• Reviews entitlements-related claims and reports.Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with central administrative services as necessary.
• Maintains and reviews organizational staffing tables; prints and reviews IMIS reports.

Budget and Finance:
• Monitors status of expenditures and allotments through IMIS, records variations, updates budget tables.
• Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies.
• Reviews status of relevant expenditures and compares with approved budget.
• Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds.
• Assists in the preparation of budget performance submissions.
• Prepares statistical tables and standard financial reports.

General Administration:
• Assists in handling issues relating to various claims entitlements for the Advisory Board on Compensation Claims (ABCC) and the United Nations Claims Board (UNCB).
• Receives, records, organizes and maintains files on claims for compensation; analyzes claims for compatibility with ABCC/UNCB provisions and request additional information/documentation when necessary;
• Drafts correspondence, case summaries for board presentations, meeting minutes, recommendations, decisions, transmittal and award memoranda;
• Conducts research on previous recommendations made by the board to ensure that the rules and procedures governing each board are consistently applied;
• Maintains and compile statistics on claims received and processed;
• Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff.
• Drafts routine correspondence.
• Maintains files of rules, regulations, administrative instructions and other related documentation.
• Maintains up-to-date work unit files (both paper and electronic).
• Coordinates and liaises frequently with colleagues both at Headquarters and in the field.
• Performs other related administrative duties, as required, e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations.

Contract Administration:
• Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
• Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.
• Processes the payment of contractors' invoices and monitor payments.
• Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

Formation

High school diploma or equivalent is required.

Expérience professionnelle

Five years of experience in administrative services, finance, accounting, audit, human resources or related area is required.

Experience in interpreting and applying UN or any similar large-scale international organization’s staff entitlements is desirable.

Experience in workers’ compensation or insurance is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

This post is financed by the extra-budgetary account. Appointment against this position is for an initial period of one year. The appointment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
