Result of Service

The objectives of this assignment have been identified as follows:
1. Strengthen participants' understanding of the main opportunities, challenges, conditions, tools, and approaches to regulatory reforms in Sudan.
2. Improve participants' understanding of regional and national regulatory frameworks and international best practices.
3. Increase participants' commitment to pursue sustainable development approaches in line with the principles of Agenda 2030.
4. Enhance participants' professional development process by equipping staff in the Sudanese administration with skills, tools, and ideas to support the initiation of regulatory reform in their functional areas.

Outputs, tasks and methodology:
Output 1:
Training programme delivered on the principles of interactive and experiential learning and tailored to participants' needs on the topics of Public Policy, National Planning, and Best Practices in Regulatory Reform
i. Provide practical hands-on exercises that encourage participants to work in teams to deconstruct and analyze key concepts
ii. The training should be grounded in real-world examples in order to offer participants both theoretical best practice in regulatory reform and practical application, specifically with regard to the design and implementation of local policy options in regulatory reform to spur local economic development (enterprise development, business environment, etc.).
iii. Tailored case studies and success stories identified during the inception phase can be utilized as part of the training programme to develop potential scenarios, role play sessions and group discussions on the topics at hand.

The total duration for this assignment will be 10 days during the month of October 2022 including 6 days preparation and 2 conducting the meeting and 2 days reporting.

Duties and Responsibilities

The Economic Governance and Planning Section at ESCWA has undertaken a series of national workshops under the project "Enhancing Integrated National Development Planning in the Arab Region". The workshops aim to introduce and engage all relevant stakeholders in the development planning process and to build capacities on the challenges and opportunities related to national development planning in the countries in which they are implemented.
Against this backdrop, a two-day training programme on national development planning with specific emphasis on regulatory reforms in Sudan will be designed with the appropriate expertise and research, in order to bolster and support the government of Sudan in their efforts towards integrated national development planning and the achievement of the Sustainable Development Goals. The training programme is intended to build the capacity of 60 to 80 senior and middle level technical staff from several line ministries and governmental departments as well as agencies and private sector and all stakeholders involved directly or indirectly in national development planning in Sudan.

Qualifications/special skills

Academic Qualifications: Master's degree or equivalent in a relevant field such as economics, public policy, or international affair is required.
A Bachelor's degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of seven years of experience in leading or working on development and research projects, including projects in economic governance, strategic planning, or related fields is required.
Previous experience in working with international organizations is desirable.
Language: Fluency in oral and written English and Arabic, is required.
Knowledge of another UN official language is desirable.
