Organizational Setting:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The Policy and Programme Division is responsible for consolidating the policy, programme, monitoring, gender and social safeguards functions of UNEP as well as its engagement with the United Nations system and key global processes such as the 2030 Agenda. The Division ensures coherence and coordination at the strategic, policy and programmatic levels. This position is in the Strategic Planning Unit of the Policy and Programme Division at the Nairobi Duty Station and the incumbent will report to the Programme Officer, Strategic Planning Unit. The Strategic Planning Unit leads the development of the United Nations Environment Programme (UNEP)'s strategic plans – the medium-term strategy and, programme of work and its overall project portfolio. The unit also leads and supports organizational transformation and improvement efforts.
Purpose:
The position is in the Policy and Programme Division, under the Strategic Planning Unit and reports to Programme Officer of the Strategic planning Unit. The Strategic Planning unit leads in the development of UNEP's strategic plans – the medium-term strategy and, programme of work and its overall project portfolio. As a coordination function it works laterally across UNEP's offices, optimizing resources and synergies among different programme components and responding to national, sub-regional, and regional needs as relevant and appropriate to promote a strategic and results focused approach to planning. The unit also leads and supports organizational transformation and improvement efforts.
Duties and Responsibilities:
Under the overall supervision of the Programme Management Officer, Strategic Planning Unit, the contractor will be engaged to provide:
1. Support the Programmatic Approach for the delivery of UNEP Programme of Work (PoW):
a) Collect, analyze and summarize information that is required for UNEP’s new programmatic approach: Support the creation of programmes in Integrated Planning Monitoring and Reporting (IPMR): (i) Support the identification of information and data needs, (ii) Support the development of programmes and their integration into IPMR, (iii) Prepare presentation material, and lead/support discussion and training sessions.
b) Update the Programme of Work (PoW) 2022-2025 indicator baseline information for the subprogrammes and executive direction and management: (i) Collate the PoW baseline data, (ii) Communicate and follow up with the respective Direct Responsible Individual (DRIs) on submission of the baseline data, (iii) Arrange meetings with responsible stakeholders and take notes for the next process.
c) Provide strategic insight to programme/project reviews in line with the MTS and PoW 2022-2025: (i) Support the review of projects submitted to the Project Review Committee and provide guidance on their relevance to the PoW 2022-2025.
2. Implement IPMR integration in UNEP:
a) Support the system transition from PIMS to IPMR: (i) support the planning of data conversion using technical solutions, (ii) support the Strategic Planning Unit on how to use IPMR for UNEP’s strategic planning.
b) Maintain master data in Strategic Management Application (SMA) and ECC in line with the PoW 2022-2023: (i) Identify and collate the correct data to be captured for the PoW, (ii) Update the PoW data in SMA and to the correct thematic assignment in line with the correct budget period, and (iii) Serve as the SMA focal point.
c) Facilitate discussion with UNEP IPMR focal points on the use of IPMR for the different project types: (i) Explain system overview, and discuss divisional, regional, MEA’s and GEF/GCF’s concerns, (ii) Communicate with the Umoja team in New York to find solutions for UNEP’s concerns, (iii) Support the weekly coordination meetings to understand the progress.
d) Support strategic planning tasks, including: (i) development of the 2026-2030 Medium-Term Strategy and (ii) resource allocation.
Academic Qualifications: High school diploma or equivalent is required.
Experience: A minimum of five (5) years relevant work experience in data and project management is required. Experience in the use of an Enterprise Resource Planning (ERP) system is desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required.
