Duties and Responsibilities

Org. Setting and Reporting Relationships:

UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is the focal point for all urbanization and human settlement matters within the UN system.

Background

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for cities and human settlements. UN-Habitat’s humanitarian work is guided by its Strategic Policy on Human Settlements in Crisis and the agency is a member of the Inter-Agency Standing Committee (IASC). At the core of UN- Habitat’s work is UN-Habitat People’s Process and New Urban Agenda, which places participatory urban analysis, and planning as a central pillar of humanitarian response, recovery and the rehabilitation of fragile cities. UN-Habitat has been active in Iraq since 1996. After 2003, UN-Habitat was largely engaged in early recovery efforts, particularly supporting internally displaced persons (IDPs) through the provision of shelter and reconstruction solutions. Since then, UN-Habitat Iraq’s portfolio has expanded beyond emergency response to include both humanitarian programmes, such as providing IDPs and returnees with shelter and water, sanitation and hygiene infrastructure, and promoting urban recovery of areas affected by conflict, and developmental programmes that delivers technical support to address durable solutions for IDPs and informal settlers as well as essential capacity building for relevant government institutions. UN-Habitat Iraq follows a multi-dimensional and coherent approach in tackling diverse urban issues. These range from emergency response such as providing safe and basic shelter for IDPs and returnees, to projects that aim to build and develop the capacities of local and national governments in planning and managing urbanization, to more theoretical endeavours including research and analysis on the dynamics of urbanization and the impacts of armed conflict. The objective of this assignment is to provide technical support and inputs in project development and management, coordinate and support ongoing projects in monitoring and reporting, and liaise with field staff in project locations.

Reporting Line:

UN-Habitat Iraq Programme is recruiting a part time consultant (Senior Engineer) to support the project “Support to Reconstruction and Peacebuilding of Liberated Cities in Iraq – Phase II”, “Support to Reconstruction and Peacebuilding of Liberated Cities in Iraq – Phase III” and “Emergency Support to Returnees in Iraq after the Outbreak of COVID-19”.
The consultant will work remotely (home-based) and reporting to the Head of UN-Habitat Iraq Programme and/or his/her designate.

II. DUTIES AND RESPONSIBILITIES
Within the delegated authority and under the supervision of Head of UN-Habitat Iraq Programme, and/or his/her designate will be responsible for the following duties:
• Develop and monitor project work plan and budget plan, and prepare and finalize progress reports in coordination with project managers.
• Provide technical and management support in projects related to shelter, WASH, public facilities, open spaces and informal settlements.
• Provide technical guidance to field engineers to assure quality and timely implementation of ongoing and upcoming activities in coordination with relevant colleagues.
• Provide technical support and inputs to the bidding process, including preparation of the bid documents and Bill of Quantities as well as bid evaluations.
• Ensure effective and efficient execution of urban recovery and human settlements programmes within the limits of the allocated resources, by providing appropriate technical support through field visits, coordination and monitoring activities.
• Monitor and analyse programme/project development and implementation.
• Review relevant documents and reports.
• Identify problems and issues to be addressed and initiate corrective actions.
• Liaise with relevant parties and ensure follow-up actions are undertaken where necessary.
• Research, analyse and present information gathered from diverse sources.
• Contribute to policy and programme development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Develop and maintain partnerships and regular communication with project stakeholders such as local authorities, counterparts, implementing partners, contractors, beneficiaries and relevant UN agencies.
• Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).

Qualifications/special skills

Academic Qualifications:
• Advanced degree in Civil Engineering or related field is required. A first-level university degree in combination with additional two years of qualifying experience will be accepted in lieu of the advanced university degree.

Experience:
• At least 5 years or more of experience in civil engineering, or another relevant field is required.
• Experience in supervision of civil engineering-related projects, projects/programme design and implementation, and data management for the reporting of work progress is required.
• Experience in supervising off-site field engineers and field teams is desirable.
• Confident computer user, particularly in Word, Excel, and email functions; Experience in a crisis-affected field environment is desirable.
• Motivated to contribute towards peace and development and to serve others.
• Excellent interpersonal, networking and communication skills.
• Willingness to contribute and work as part of a team.
• Flexible and open to learning and new experiences.
• Respect for diversity and adaptability to other cultures, environments and living conditions.
• Capable of working in a team and undertaking initiatives to ensure smooth relations and open communication within the team and with partners is required.
• Experience within the United Nations common system will be an advantage.
• Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded.

Language:
• English and French are the working languages of the United Nations Secretariat; for this position fluency in English and Arabic (both oral and written) are required. Knowledge of any other UN language will be an advantage.
