Duties and Responsibilities

Organizational Settings and Reporting:

Under the direct supervision of the Pharma Technical Team, the individual will have the responsibility to undertake the following:

I. Background Information

The AfCFTA-anchored Pharmaceutical Initiative (Pharma Initiative) journey began in 2018, when United Nations Economic Commission for Africa (ECA) commissioned a report titled “Review of Policies and Strategies for the Pharmaceutical Production Sector in Africa: Policy coherence, best practices and future prospective”. The policy recommendations emanating from the report informed the 2019 Africa Business Forum which was convened on the margins of African Union Summit on 12 February 2019. The Forum’s objective was to facilitate and consolidate a regional partnership between private and public sector for the purposes of advancing health outcomes and shape health markets in Africa to spur improved health and wellbeing of its people and economy. The Forum saw the launch of ECA’s “Healthcare and Economic Growth in Africa” Report which advocates for improving health to drive economic growth in Africa and the need for private sector to play a significant role on the same. The Forum culminated with the launch of African Business Coalition for Health (ABCHealth), an African led coalition that mobilizes a core group of private sector champions to advance health outcomes and shape health markets in Africa.

Subsequently, the ECA convened an AfCFTA Regional Forum for the Horn of Africa on the theme of: “AfCFTA Ratification and Implementation: Breaking Down Geographical, Logistical and Regulatory Barriers to Trade and Investment in the Horn to Boost Industrialization – A Focus on the Pharmaceutical Industry” in Addis Ababa, Ethiopia, 23-24 May 2019. Responding to requests of member States and as part of its mandate to deliver on Agenda 2063, the SDGs and showcase the operationalization of the African Continental Free Area (AfCFTA) and Africa Medicines Agency (AMA) by translating ideas into action and in line with its commitment that private sector and public sector dialogue yields tangible outcomes, the ECA and partners went on to conceptualize the AfCFTA-anchored Pharmaceutical Initiative. Commissioned in 10 selected pilot African countries of Seychelles, Madagascar, Comoros, Mauritius, Djibouti, Eritrea, Rwanda, Sudan, Kenya and Ethiopia, the Pharma Initiative’s key objective is to address socio-economic-related challenges facing African member countries in improving access to sexual, reproductive, maternal, neonatal and child health (SRMNCH) essential medicines and commodities and the creation of fiscal space to the African Governments given the emerging trend of rising government debts now further excabarated by COVID-19.

The Initiative pursues a three-pillar approach to build up the continent’s healthcare industry through managed pooled procurement of pharmaceutical (PPP) products in the pilot countries, facilitate local production of pharmaceuticals and lastly, to ensure a sustainable harmonized regulatory, quality, and standards of medicines and related medical products.

The successful launch of AfCFTA-anchored Pharmaceutical Initiative’s Centralised Pooled Procurement Mechanism (CPPM), held in July, 29, 2021 showcased health business opportunities for private sector investment contributing towards creation of jobs, cost savings and productivity gains leveraging on the AfCFTA, AMA, and the Pharmaceuticals Manufacturing Plan for Africa (PMPA). With the implementation of AfCFTA -anchored Pharmaceutical Initiative as a proof of concept, it will put Africa in a stronger position to address the twin challenges in the pharmaceutical industry: (i) in the short-to-medium term, by using the AfCFTA and AMA as platforms for harmonizing national standards as well pooled procurement of medicines and pharmaceutical products, and (ii) in the long-term, through increased investment in pharmaceutical production and exports.

The AfCFTA-anchored Pharmaceutical Initiative is an ECA-wide project under of the Office of the Executive Secretary, anchored in Regional Integration and Trade and Gender Poverty and Social Policy Divisions.

II. Overall Objectives

The AfCFTA-anchored Pharmaceutical Initiative is looking for an experienced storyteller/videographer to assist in increasing the quality and quantity of its multimedia content production and dissemination.

• Provide video production assistance including shooting and editing videos, mixing sound and animating slideshows.
• Film and edit video messages, interviews, events, and feature stories
• Produce short (1 - 5 minutes) explainer videos, using footage, texts, photos, infographics and sound.
• Conduct onsite and online recordings of statements, meetings, interviews etc.
• Usage of artistic elements to communicate the Pharma Initiative journey, results and way forward;
• Ensure that all requests and instructions from ECA pertaining to videography and video-editing requirements are fulfilled;

III. Duties and responsibilities:

• The video will be used in ECA YouTube channel and social media networks;
• Develop and multimedia (audio/video) content for the project stories, announcement videos, social media videos, and promotional videos;
• Selection of highest broadcast quality of videography: minimum HD 1920x1080 or better;
• Produce documentary films (5+ minutes) to showcase Pharmaceutical Initiative ‘s work and accomplishments across Africa.

IV. REQUIRED SKILLS AND EXPERIENCE

REQUIRED SKILLS
• Skill on professional video production
• Progressively responsible professional work experience in Audiovisual communication, with a focus on video production, designing and directing video spots preferably in a development context
• Be fully proficient in Adobe Premier Pro, Final Cut Pro, After Effects, Davinci Resolve and other online editing platforms
• Knowledge of production equipment (cameras, audio, video recorders, lighting and microphones) for on location and studio production.
• Ability for problem-solving, multi-tasking, meeting deadlines and working under pressure

DESIRED ADDITIONAL SKILLS
• Specific training on video production, social media, digital marketing, or online and digital communication is an asset.
• Ability to efficiently research, analyze and share information and knowledge
• Ability to engage with other units/teams and forge productive working relationships Ability to work as part of a team in a constantly evolving work environment
• Excellent organizational skills
• Detailed-oriented, able to handle multiple tasks efficiently and accurately

Qualifications/special skills

Academic Qualifications: Bachelor’s degree in film, video production, communications, or related field. A high school diploma in combination with a minimum of five years of qualifying experience may be accepted in lieu of the Bachelor’s university degree.
Experience: A minimum of five years of relevant experience in video production, including filming, editing, colour grading, motion graphics, and sound editing/design is required. Must be proficient in use of Adobe Premiere Pro and/or Final Cut X. Working knowledge of Adobe Creative Suite, specifically After Effects is an asset.
Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in either English or French is required. Knowledge of the other is desirable.
