Result of Service

The outputs expected from the IC Human Resources Assistant are:
1. Electronic filing well maintained and updated in the Share Portal.
2. Timely completion of reference checks and employment verification of selected applicants.
3. Preliminary evaluation of candidates is done properly.
4. Timely filling of vacant positions.
5. Timely processing and following-up of assigned work, seeking advice from and/or reporting to supervisor as needed.
6. Accuracy and completeness of documentation submitted by candidates, staff and offices ensured.
7. Appropriate policies, rules, guidelines, procedures and practices consistently applied.
8. Effective and timely liaison and interaction with colleagues and concerned internal and external parties.

Duties and Responsibilities

Organizational Setting and Reporting Relationships:
This position is located within the Human Resources Unit of the United Nations Verification Mission in Colombia (UNVMC). The Human Resources Assistant will be based in Bogota and will work under the direct supervision of the Head of Recruitment team and the overall supervision of the Chief Human Resources Officer.

Responsibilities:

Within delegated authority, the Individual Contractor will be responsible for the following duties:

• Follows set procedures, receives, analyses and screens candidates’ applications to advertised Job Openings using set criteria, prepares longlists and submits them to the Hiring Managers. Proactively follows up on response from the hiring managers.
• Initiates and follows up on reference checks, in respect of academic verifications and employment records, ensuring completion of the pre-recruitment formalities.
• Organizes files of national and international staff in SharePoint.
• Assists in HR-related matters, including support in preparing documents for the recruitment of Consultants and Individual Contractors. These documents include Terms of Reference, PHP’s, Memo’s, Comparative Analysis and P-104 form.
• Supports the administrative and logistics arrangements in preparation of Competency Based Interviews (CBI) and written assessments.
• Follows up on new staff arriving at UNVMC to ensure all pre-onboarding tasks have been completed.
• Assists with inductions and administrative arrangements for newly recruited staff, individual contractors and consultants, as well as staff coming to UNVMC on Temporary Duty Assignment (TDY).
• Maintains updated the recruitment generic email.
• Prepares case files for the Mission Review Panel for review and enters data on candidates into the relevant roster tracking table.
• Coordinates with relevant Offices /Units and selected candidates on travel arrangements and visa matters.
• Ensures that issued HR policy manuals, Staff Rules and Handbook, regulations, guidelines, SOPs and circulars, are complied with and informs the supervisor of any breach or irregularities in the selection process.
• Provides assistance on Human Resources recruitment queries and follow up actions to ensure consistent and high-quality HR services are delivered to clients.
• Assist to review recruitment memos, transmittal memos and routing slips from hiring managers.
• Performs other related duties as assigned.

Qualifications/special skills

Academic Qualifications: High School degree or equivalent diploma is required.

Training or certification in Human Resources or Administration is desirable.
Experience: A minimum of three (3) years of relevant experience in Human Resources or Administration related functions is required.

Work experience in United Nations or international organizations is desirable.
Language: English and French are the working languages of the United Nations Secretariat. Fluency in English and Spanish (both oral and written) is required.

Additional Information

An interim performance evaluation is expected to be conducted at the end of the six months to ensure that the performance is being monitored appropriately.
