Cadre organisationnel

This position is located in the Strategic Planning Unit of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The Senior Mission Planning Officer reports to the Chief of Staff (CoS).

Responsabilités

Within delegated authority, the Senior Mission Planning Officer P5 will be responsible for the following duties:

•Acts as a senior advisor to the Mission leadership on strategic planning issues, including engaging with UN partners and external actors in respect of integrated assessment and planning processes
•Facilitates joint and integrated planning amongst Mission components and with UN country team members in accordance with the Policy on Integrated Assessments and Planning, and senior management guidance
•Organize, prepare and contribute to written outputs, including reports, background briefs, talking points, correspondence, and other communications products as required on developments and partnerships with stakeholders and other actors.
• Leads the preparation of a Mission Concept and Mission Plan, or similar initiative, which, building on the vision of the SRSG, translates the mission mandated tasks into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as a guide for the development and implementation of Mission component plans
•Provides advice and technical support to Mission components in development and refinement of component-level plans, ensuring coherence with the Mission’s overall strategic direction
•Provides advice and technical support enabling UN senior management to develop, implement, and monitor strategies that maximize the individual and collective impact of the UN’s response in South Sudan, concentrating on mandated tasks and objectives required to consolidate peace and security through a strategic partnership between the Mission and the UN country team
• With all relevant stakeholders, facilitates the development and implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for peace consolidation in the country, including in-depth conflict analysis, identification of priorities, roles and responsibilities for the United Nations, and a system for monitoring and evaluation of progress.
•Leads the development and implementation of the Comprehensive Performance Assessment System (CPAS) within the Mission in coherence with the Mission's overall strategic direction, including through supporting integration and alignment of CPAS with other Mission’s planning, performance assessment, and IT systems to ensure coherence; supporting ongoing monitoring and performance assessment; providing analysis and recommendations to the senior mission leadership; and contributing in institutionalizing CPAS as a UN planning and performance tool with supporting policy and guidance
•Provides advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices in line with the UN Policy on Integrated Assessment and Planning; provides recommendations on design of specific planning mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners; and facilitates development of other strategies and plans required for implementation of the Mission’s mandate
•Oversees the development and implementation of a mission specific data strategy, in line with the Secretary General’s Digital Transformation Strategy, and defines the overall approach, benchmarks and management structure for Mission's effective use of data in Mission planning and decision making
•Ensures the establishment and operation of integrated field coordination structures, providing policy guidance and technical assistance, as required
•In coordination with the Mission Support Division, prepares the Mission Results-Based Budget framework and performance reports; contributes to monitoring implementation of the budget and advises senior management on how to ensure resources are used to support implementation of the Mission’s mandate and priorities; and coordinates inputs as required for audits, budget monitoring and performance reporting
•Coordinates Mission-level engagement with the Headquarters-based Integrated Task Force (ITF) or equivalent body and supports strategic and technical assessment as well as strategic review missions
•Coordinates the work of the Strategic Planning Unit, which is responsible for initiating, organizing and leading mission-wide planning processes under the guidance of the SRSG and Chief of Staff
•Supervise the work and staff of the Strategic Planning Unit and Best Practices Unit on behalf of the Chief of Staff
•Performs additional functions in line with his/her responsibilities as arranged by the Chief of Staff.

Formation

Advanced university degree (Master’s degree or equivalent) in Political Science, Management or Development, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is a asset.

Expérience professionnelle

A minimum of ten years of relevant, progressively responsible professional experience in planning, political affairs, civil affairs, administration, security, military or related field is required.

Experience in operational and strategic planning as well as experience facilitating and coordinating multi-stakeholder planning processes in peace consolidation settings is required.

At least two years in a UN or other peacekeeping mission in a post-conflict country, and/or working with UN Agencies, Funds and Programmes is required.

Comprehensive knowledge of relevant UN policies, procedures and operations is required.

Experience of designing and applying monitoring and evaluation tools is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
