Cadre organisationnel

This position is located in Juba, in the Operational Oversight Unit, Office of the Chief Supply Chain Management Service of the United Nations Mission in the Republic of South Sudan. Juba is classified in the "E" category and as a nonfamily duty station. The Movement Control Officer will report directly to the Chief of Unit.


Within delegated authority, the Movement Control Officer will carry out the following duties:

• Coordinates the activities of a regional movement control office within a specific geographic
area in a field mission.
• Participates in coordination of the provision of reliable, cost effective and efficient
movement control services for the transportation of passengers and cargo (including
dangerous goods requiring special handling) within the area of responsibility.
• Coordinates the inbound activities for freight into the mission in accordance with mission
supply chain plan with Vendor, Procurement, Centralised Warehouse and all other parties
• Contacts vendor to confirm delivery status and to review shipment documents to secure that
goods are delivered according to the agreed terms and conditions on the Purchase Order.
• Collects, checks and updates information (e.g. ETA, quantities, etc.) and documents (e.g.
BoL, customs clearance, etc.), provided by commodity and freight forward vendors, in ERP
system (Umoja) to facilitate downstream processes.
• Tracks and traces all deliveries and updates the Inbound Delivery with necessary
information and shipment documents to provide all stakeholders with a constant status
overview of incoming shipments.
• Search for issues, which may delay and/or disturb the delivery of goods and seek for
remedial solutions with all parties concerned (Procurement, Vendor, Centralised Warehouse.
• Confirms delivery dates and quantities received and provides delivery confirmation
documents to support virtual and/or physical receipt in accordance to agreed Incoterms.
• Plans deliveries, raises shopping carts and drafts SOW for freight forwarding services,
including technical evaluation of bids.
• Liaises and coordinates customs, transport and MovCon activities, related to inbound
shipments with vendors, customs and all other relevant local and national authorities.
• Update Inbound Delivery Coordination related data in UMOJA ECC and Track an Trace
Transportation Management Module.
• Provides technical advice to the substantive and support elements of a field mission on all
aspects of the transportation activities.
• In consultation with the supervisors, prepares operational plans, performance reports and
responses to internal and external audit observations.
• Provides inputs to the standard operating procedures for the movement control related
• Monitors quality control procedures to ensure they are implemented for all work processes.
• Monitors the accuracy and validity of data recorded in the management information systems.
• Monitors the reference documents to ensure that they are current and readily available and
accessible to all relevant personnel.
• Evaluates short-term aviation, sea and surface transport contracts.
• Conducts inventories and physical annual checks of relevant facilities and equipment.
• Provides inputs for budget proposals for the field mission's movement control section/unit.
• Participates in coordination of the requisition process with purchasing authorities to ensure
that bidding and approval activities meet required timetable.
• Determines technical specifications for movement control services and develops statements
of work/requirements.
• In consultation with the supervisor, provides inputs to responses to UNHQ during the
vendor's evaluation to ensure that vendor's proposals meet technical requirements.
• Monitors that UN financial regulations and rules are complied with in all activities of the
subordinate elements.
• Participates, in collaboration with insurance specialists, in resolving problems related to
insurance policies for movement control services.
• Manages the allocation and rotation of appropriate work assignments.
• Develops training courses, workshops and other related training activities.
• Liaises with other UN units/sections, non-government and government organizations and
intergovernmental agencies on immigration and customs matters.
• Analyses projected passenger and cargo flows in order to estimate required resources.
• Monitors that statistical data on the movement of passengers and cargo (including dangerous
goods requiring special handling) within and/or outside a field mission is recorded in
accordance with the established procedures and deadlines.
• Performs other related duties as required.


Professionalism: Sound knowledge of all modes of transport. Thorough knowledge of Movement Control and Inbound Delivery coordination related procedures and related safety requirements; strong knowledge and experience to work in UMOJA ECC, especially Inbound Delivery Coordination related areas and Track and Trace Transportation Management Module; knowledge of International Rules and Regulations for the movement of cargo and personnel by air and sea, including safety procedures; ability to work independently in managing difficult and time sensitive situations as well as conflicting priorities; proven analytical and evaluative skills. High school diploma or equivalent is required.

Expérience professionnelle

A minimum of ten (10) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field is required. The minimum years of relevant experience are reduced to five (5) years for candidates who possess a first level university degree.

At least three (3) years of supervisory experience on a position directly related to the coordination of complex transport operations in the international environment is required.

Demonstrated experience in the planning, coordination and control of at least two (2) modes of transport is required.

Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.

Experience in international operations in a post conflict environment is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations. For this position, fluency in oral and written English is required.
