Result of Service

The consultancy is with the Human Resources Section of the Executive Office of the Office for the Coordination of Humanitarian Affairs (OCHA). Within OCHA, the OCHA national recruitments are carried out at the local level with support from the service provider. The purpose of this consultancy is to review the current service arrangements with service provider in the context of OCHA national recruitments and conduct an in-depth review of the current service arrangement, performance indicators. The purpose is also to outline areas of strength and for improvement, with workable recommendations for a more optimized and rationalized approach aligned with OCHA's requirements, leading to greater overall impact in support of organizational priorities.

Expected duration

The total duration of this assignment is three months (3) starting from the date of signature of the contract.

Duties and Responsibilities

The review will be conducted by a three-person team with a defined set of responsibilities over a period of three months, led by the Senior Consultant. The Lead Consultant will work under the direct supervision of a Senior Consultant and is expected to work in close coordination with the multiple stakeholders across OCHA to conduct the review. The overall objective of this review includes:
• Assessment of the current arrangements with the service provider in light of changes in context
• Taking stock of progress, challenges, and opportunities
• Verify the continued relevance of the arrangement and the sustainability of its results
• Making recommendations on how to improve efficiency gains, identify areas which require specific attention to achieve expected results and identify strategic elements of this support beyond 2023

The Lead Consultant will be responsible for the data gathering, analysis and research, including conducting interviews and focus group sessions with the relevant stakeholders, for the review.

The following deliverables should be completed as part of the consultancy:
1. Conduct a document review of current service arrangement, including relevant policies, strategies, action plans,
work plans, reports and other relevant documents to inform the review.
2. Undertake participatory review with the relevant stakeholders to collect data/information through surveys,
interviews and focus group discussions to complement the document review.
3. Support with the cost-benefit analysis of the current service arrangement and prepare supporting documents describing lessons learned so far and the feedback received.
4. Prepare a draft report with preliminary findings, conclusions and recommendations for feedback from stakeholders, which is expected to feed into the development of the final report.
5. Prepare a final report with the following elements:
• Executive summary
• Introduction and background, including the objectives of the review exercise and the methodology and process followed
• Major findings (results achieved, constraints, lessons learned)
• Lessons from implementation, context, and theories for achieving related results that can inform future strategy and planning
• Conclusions
• Proposed workable recommendations for the current service arrangement and an accompanying implementation plan for the way forward
• Annexes, incl. terms of reference, assessment questions and data collection tools, documents reviewed, list of stakeholders/partners consulted, cost-benefit analysis, etc.

Qualifications/special skills

• Working knowledge of the OCHA's mandate and the wider humanitarian system is required.
• Recent experience in field in the United Nations common system managing/leading recruitment-related matters is desirable.

Academic Qualifications: A university degree or master's degree from an accredited educational institution in in business or public administration, finance, accounting, law or related area.

• At least seven (7) years of progressively responsible experience in administration, finance, accounting, human resources management, or other related area is required.
• Relevant work experience conducting research and cost- benefit analysis using different methodologies and tools, especially participatory processes is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Fluency in French is an asset. Knowledge of another official United Nations Secretariat language is an advantage.
