Result of Service

A. Workplan developed

a. Workplan on overall assignment developed, in consultation with UNODC and respective national authorities as necessary and presented to UNODC for approval.

B. Support in the validation of the prosecution manual and training curriculum for TIP cases, in consultation and cooperation with MOJ in Ethiopia;

a. Prepare concept note and agenda for validation workshop;
b. Facilitate and present manual and curriculum at validation workshop;
c. Final material presented to UNODC;

C. Facilitate a scenario-based simulation exercise in Mauritius

a. Prepare concept note, trafficking simulation scenario and agenda for the exercise with UNODC approval;
b. Liaise and coordinate with national counterparts prior to the exercise to assign roles in the simulation and handout material;
c. Facilitate and moderate the exercise in Mauritius;
d. Final report on gaps and recommendations submitted

D. Design and deliver basic trainings for prosecutors on strengthening their knowledge and skills to prosecute trafficking in persons in Ethiopia;

a. Agenda and concept note for workshops developed;
b. Design and deliver three 5-day basic workshop trainings for prosecutors on strengthening their knowledge and skills to prosecute trafficking in persons cooperation delivered;
c. Workshop report available

E. Design and deliver specialized trainings for prosecutors on strengthening their knowledge and skills to prosecute trafficking in persons in Ethiopia;

a. Agenda and concept note for workshops developed;
b. Design and deliver three 5-day specialized workshop trainings for prosecutors on strengthening their knowledge and skills to prosecute trafficking in persons cooperation delivered;
c. Workshop report available

F. Provide ongoing case-by-case legal advice to prosecutors in Ethiopia as necessary;

a. Provide specialized mentoring and substantive advice on trafficking in persons cases, as necessary;
b. Progress Report on case discussions and recommendations presented to UNODC.

G. Support legal practitioners’ training institutions to apply integrated modules on case handling of trafficking cases into their curricula per international standards;

a. Concept note, agenda, theoretical lectures, self-study, group work and practical exercise for meeting developed;
b. Training of Trainers (ToT) training is delivered;
c. Report submitted.

Duties and Responsibilities

Under overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (Programme Management Officer) and direct supervision of the Associate Crime Prevention and Criminal Justice Officers in Addis Ababa (J/TIP Ethiopia) and Nairobi (J/TIP Eastern Africa) and in close consultation with project coordinators and other consultants across the region, perform the following tasks aimed at supporting the Transnational Organized Crime and Illicit Trafficking Programme:

• Develop a workplan in consultation with UNODC;
• Facilitate a scenario-based simulation exercise in Mauritius
• Support in the validation of the prosecution manual and training curriculum for TIP cases, in consultation and cooperation with MOJ in Ethiopia;
• Conduct basic and specialized training workshops on prosecuting cases of countering Transnational Organized Crimes including TIP in Ethiopia;
• Provide specialized mentoring and substantive advice on prosecution and criminal justice aspects on trafficking in persons related cases;
• Support legal practitioners’ training institutions to apply integrated modules on case handling of trafficking cases into their curricula per international standards;

Qualifications/special skills

• Advance university degree in criminology, law, political sciences, sociology or related discipline is required; A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
• A minimum of 7 years of relevant work experience in the field of trafficking in persons and smuggling of migrants is required
• Experience in legal, prosecution and/or adjudication as well as related inter-agency collaboration matters pertaining to handling serious crimes, such as terrorism and transnational organized crime is required
• Experience in training/mentoring prosecutors and/or other criminal justice officials in matters relating to the investigation and prosecution of human trafficking, migrant smuggling and other related transnational organized crimes is required
• Knowledge of the mandates of the United Nations Office on Drugs and Crime (UNODC) United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Trafficking in Persons Protocol) and the Protocol against the Smuggling of Migrants by Land, Sea and Air (Smuggling of Migrants Protocol) is desirable
• Experience in planning and producing interactive training materials and tools is required
• Training experience with criminal justice practitioners is required
• Experience working with criminal justice practitioners is desirable
• Exposure to development work and experience in Eastern Africa is desirable
• Previous work experience with the UN or other International Organizations is highly desirable
Language: • English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage
• Excellent written, verbal and interpersonal communication skills are required
