Duties and Responsibilities

1. Organizational Setting, Purpose and Objective:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives.
The objective of this international consultancy is to develop and elaborate the Second National Communication (SNC) & first Biennial Update Report (BUR) of Iraq in alignment with core elements of the GEF guidance and Iraq’s development and climate
change priorities. With support from two international implementing partners (IRSS & ICARDA), significant progress made in the implementation of the project components. Draft reports of the majority of the SNC/BUR chapters are ready. However, substantial work needs to be done in order to synthesize, compile and write up the final reports to be submitted to UNFCCC. This will include collecting additional data and information to fill in the gaps in those chapters.
In consultation with the Ministry of Environment of Iraq, its stakeholders and UNEP Regional Office for West Asia (UNEP-ROWA), the international consultant will work closely with a national consultant to elaborate and finalize the remaining components of
Iraq’s SNC and BUR. The international consultant will review all work produced and submitted by the national consultant and provide guidance as appropriate

2. Duties and Responsibilities:
Under the direct supervision of the Regional Coordinator for Climate Change at UNEP, and in consultation with the National Coordinator, andthe technical team at the Ministry of Environment , the International Consultant will carry-out, inter alia, the following duties and responsibilities:
1. Lead the development, drafting, and final editing of the of the National Circumstances Chapter (assisted by a local consultant)
- Update of information on population, geographic, climate and economic profiles, as well as on key economic sectors (energy, transportation, buildings, industry, agriculture, waste, tourism, and health), education system, including scientific and technical research institutions and development policies relevant to climate change.
- Describe institutional arrangement for the preparation of NCs and BURs with assessment of roles and flow of functions carefully assessed for effectiveness with recommendations for improvements taking into consideration the gender dimension in order to better understand how the different roles of men and women in Iraq’s social and economic circumstances may affect Iraq’s ability to deal with climate change.
- Draft and circulate the national circumstances and institutional arrangement section for comments and get comments from stakeholders and partner institutions
- Compile Chapters: ‘National Circumstances and institutional arrangement’ of BUR1 and SNC of Iraq under the UNFCCC.
Deliverable
Reviewed and updated National Circumstances and institutional arrangement report relevant to the SNC and BUR1, reflecting level and challenges in mainstreaming climate change into national development policies
2. Information on mitigation actions and their effects (assisted by a local consultant)
- Provide information, in a tabular format, on actions to mitigate climate change, including the following:
¿ Name and description of the mitigation action, including information on the nature of the action, coverage (i.e. sectors and gases), quantitative goals and progress indicators;
¿ Information on methodologies and assumptions;
¿ Objectives of the action and steps taken or envisaged to achieve that action;
¿ Information on the progress of implementation of the mitigation actions and the underlying steps taken or envisaged, and the results achieved, such as estimated outcomes (metrics depending on type of action) and estimated emission reductions, to the extent possible;
¿ Information on international market mechanisms.
- Provide information on the description of domestic measurement, reporting and verification arrangements for each mitigation action.
- Compile Chapter: ‘Mitigation actions and their effects,’ circulate for peer review, comments and validation
Deliverable
Report on the impacts of mitigation actions compiled and consulted with stakeholders and partner institutions for inclusion in the BUR1 of Iraq.
3. Other information relevant to the Convention (assisted by a local consultant)
- Provide information on steps already taken to integrate climate change concerns and education into socio-economic and environmental policies and programmes in Iraq;
- Undertake a Technology Needs Assessment providing a list of potential environmentally sound technologies that could be acquired, adopted and utilized in the implementation of the Convention;
- Provide information on climate change research and systematic observation, research relating to programmes containing measures to mitigate climate change; programmes containing measures to facilitate adequate adaptation to climate change; and
the development of emission factors and activity data;
- Provide information on steps taken to implement capacity building activities at the national level as contained in the capacity building framework for Non-Annex I Parties, identifying gaps and constraints and data and information requirements for Iraq to
implement the Convention;
- Provide information on the efforts to promote networking and information sharing among and within countries in the region; and
- Provide any other information relevant to the achievement of the objective of the Convention and suitable for inclusion in the Biennial Update Report (BUR).
- Provide information on gender and climate change.
- Lead national and sub-national workshops to raise awareness on climate change.
- Develop and regularly update the SNC/BUR1 website.
- Compile SNC and BUR1 Chapters on ‘Any other relevant information,’ circulate for peer review, comments and validation
Deliverable:
Report containing information on other information cutting across the main thematic areas relevant to the Convention.
4. Provide inputs for the preparation and submission of the Biennial Update Report
- Describe level of support received from the Global Environment Facility, Parties included in Annex II to the Convention and other developed country Parties, the Green Climate Fund and multilateral institutions for activities relating to climate change, including for the preparation of the biennial update report.
Deliverable
Report describing the level of support received to enable the preparation and submission of the Biennial Update Report.
5. Constraints and gaps, and related financial and technical needs (assisted by a local consultant)
- Provide updated information on constraints and gaps, and related financial, technical and capacity-building needs.
- Provide information on technology needs, which must be nationally determined, and on technology support received.
- Provide information on proposed projects for financing.
- Provide information on implementation of adaptation measures.
- Develop a framework for registering and continuously reporting needs and support received
- Compile SNC and BUR1 Chapters on ‘Constraints and gaps, and related financial, technical and capacity needs' of Iraq under the UNFCCC.
Deliverable
Chapter ‘Constraints and gaps, and related financial, technical and capacity needs’ compiled, consulted with the stakeholders and partner institutions and approved by NCCC for being included in the SNC and BUR1 of Iraq under the UNFCCC.
6. Reviewing and compilation of the NC and BUR components (reports) produced by RSS and ICARDA
- Provide technical inputs as relevant to the GHG inventory and system.
- Provide technical inputs as relevant to Measures to mitigate climate change
- Provide technical inputs to Measurement, Reporting Verification (MRV) System
- Provide technical inputs to measures to facilitate adequate adaptation including Assessment report on Climate Change Impacts and vulnerability assessment and adaptation report for priority sectors and resources.
Deliverable
Quality SNC and BUR1 reports produced by RSS and ICARDA for Iraq reviewed and compiled.
7. Compilation, production and submission of the SNC and BUR1 to the UNFCCC (assisted by a local consultant)
- Lead a national conference at the end of the project to present and review with stakeholders final results of the SNC & BUR1
- Lead a national workshop to review mid-term results of the SNC & BUR1 and recommend enhanced process and outputs
- Compile SNC & BUR1 reports in English and translate into Arabic, circulate them for comments and reviews
- Publish Iraq’s SNC & BUR1 and prepare hard copies and e-copies of the reports on CD-ROMs, as appropriate.
- Submit officially the SNC & BUR1 to the COP of the UNFCCC and launch the reports in a side event during the COP/SB sessions.
Deliverable
Quality SNC and BUR1 reports for Iraq under the UNFCCC compiled, consulted with the stakeholders and partner institutions, peerreviewed, published and submitted by MoE to the UNFCCC.

Qualifications/special skills

Postgraduate degree in environmental sciences, climate change, public policy or another relevant subject is required
Minimum 10 years’ experience in climate change policy, adaptation, public policy, international development or similar field is required.
Understanding and knowledge of SNC and BUR-related processes, including institutional frameworks for multi-sectoral
coordination in support of integrated approaches for development is desirable.
Familiarity with the Iraqi and regional climate change context is desirable
Experience in reviewing national and sectoral policies and plans is desirable
Ability to conduct research and work independently is desirable

Languages

Fluency in written and spoken English is required, proficiency in Arabic is desirable
