1. Background of the assignment:
The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:
• to advance understanding of crime-related problems;
• to foster just and efficient criminal justice systems;
• to support the respect of international instruments and other standards;
• to facilitate international law enforcement cooperation and judicial assistance.
One of the strategic priorities of UNICRI is to support the development of an integrated Chemical, Biological, Radiological, and Nuclear (CBRN) approach that incorporates all international, regional, and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system.
UNICRI has developed a project on “Strengthening capacities to identify and mitigate CBRN proliferation financing risks in Southeast Asia”. This project is implemented in Cambodia, Lao PDR and the Philippines and intends to improve understanding of CBRN proliferation financing (PF) risks and to enhance awareness of and compliance with international standards and sanctions. It will also serve as foundation for a more comprehensive, longer-term effort, which foresees: the development of a counter-proliferation financing risk assessment methodology; the delivery of trainings on the detection, investigation and prosecution of proliferation financing activities; and the establishment of inter-agency coordination mechanisms between the government and private sector.
The project stems from UNICRI’s overarching Programme on “Strengthening capacities to identify, assess and mitigate CBRN proliferation financing risks and to investigate proliferation financing-related activities”, and it builds upon the outcomes achieved and the stakeholders’ network developed under the implementation of the CONTACT - Southeast Asia project.
2. Purpose of the assignment:
The purpose of the consultancy is to support the UNICRI’s CBRN Team in the implementation of the project “Strengthening capacities to identify and mitigate CBRN proliferation financing risks in Southeast Asia”. In particular, the consultant will: (i) participate in expert-level consultations with key national stakeholders in Cambodia, Lao PDR and the Philippines to improve understanding of counter proliferation financing (CPF)-related issues, collect information on challenges facing Southeast Asia countries in addressing CBRN proliferation and to identify priority actions to mitigate such vulnerabilities; (ii) assist in the organization and delivery of a 3-day regional workshop, including by preparing substantial materials (i.e., presentations) to be showcased at the event; (iii) develop a report to highlight the main issues discussed/emerged at the regional meeting and during the consultations.
3. Specific tasks to be performed by the consultant:
Under the supervision of the Programme Officer, the consultant will perform the following tasks:
• Contribute to (including through the preparation of substantial materials, such as questionnaires, analysis of case studies, presentations, etc.) and participate in expert-level consultations on CPF-related issues in Cambodia, Lao PDR and the Philippines.
• Analyze and review the information gathered during the country-visits/consultations and complement it with additional research.
• Provide substantial assistance in the organization of a 3-day regional experts’ meeting in Southeast Asia, including technical support in the preparation of the relevant materials and presentations.
• Develop a report to highlight the main issues emerged at the regional meeting and during the national consultations.
• Perform other job-related duties upon request.
4. Expected tangible and measurable output(s)/deliverable(s):
• Preparation of substantial materials (such as questionnaires, analysis of case studies, presentations, etc.) for the expert-level consultations on CPF-related issues to be held in Cambodia, Lao PDR and the Philippines.

Advanced university degree (i.e. Master or equivalent) in political science, international relations, international security, law or in fields related to non-proliferation and targeted financial sanctions is required. A first-level university degree, in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years of relevant working experience, at the national or international level, including research, analysis and data collection in the area of weapons of mass destruction (WMD) non-proliferation and targeted financial sanctions is required.
Relevant working experience with security issues related to Southeast Asia is desirable.
Previous experience in conducting research with the United Nations or other similar international organizations is highly desirable.
For the position advertised, fluency in English is required.
