Cadre organisationnel

This position will be temporarily vacant for a period of six months. This position is located in the Division of Administration. The Finance Assistant reports to the Chief of the Division.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsabilités

Under the overall supervision of the Chief of the Division, the Finance Assistant will be responsible for the following duties:

•Prepare supporting documents (narrative and supporting tables) regarding service cost estimate proposals, in terms of staffing and non-staffing requirements.
•Supports Director of Administration in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated.
•Set a new rate for a good or service or review an existing rate with common costing taxonomy, along with the services provider.
•Update rate sheets at least once a year as part of the annual cost planning exercise.
•Establish and keep updated the macro variables for Cost recovery.
•Management the creation or update of the rate card in Umoja (activity types) by completing and sending Master Data Management request form and submits it along with supporting documentation to MDM team
•Coordinates and plans cost recovery related requirements for staff and non-staff costs and forecasts liquidity.
•Completes relevant templates and submits to the Office of the Controller for approval and allocation issuance.
•Implements planned activities and provides services/goods as per agreements with client entities and recovers cost, long with the services provider.
•Monitors variances between actual allotments, expenditure and revenue against approved cost plan, and revises cost plan accordingly with the Office of the Controller.
•Requests additional /final allocation or submits amendment to the cost plan in case of changes. Of note, the final allocation may only be issued if revenue exceeds 75% of the already allocated level.
•Implements services provision and budget implementation as planned.
•Conducts final variances review (allotments, revenue, expenditure) between approved cost plan and actuals and adjusts accordingly.

Treasury:
•Reviews incoming payment instructions with regard to banking details and sources of funds.
•Prepares payments for final disbursement by Cashier.
•Dispatches payment instructions and cheques to banks.
•Creates receipts and deposits for all incoming funds.
•Notifies payees of status of payments.
•Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.
•Identifies and annotates bank account movements.
•Files and archives documentation as required.

General:
•Define, lead and execute the activities required to apply United Nations cost recovery policies and procedures.
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Can be called upon to facilitate and support staff with administrative actions relating to HR, travel, procurement, financial actions and leave, making use of ERP systems such as UMOJA, and other working tools such as INSPIRA, and local UNOG workflow platforms (e-services, automated forms and request systems).
•Maintains and keep up-to-date files.
•Provides administrative support to the Head of the organizational unit and/or Director of Administration, as required.
•Performs other related duties, as assigned.
•Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Formation

High school diploma or equivalent is required.

NOTE: For positions in the General Service category, candidates are required to clearly indicate in their Applicant Profile (AP) relevant information confirming completion of High School.

Job - Specific Qualification

Certification in ERP, preferably the financial module, is desirable.

Complete training or certification in Data Analytics is required.

Expérience professionnelle

At least five years of experience in finance, budget, accounting, administrative services or related area is required.

Out of the above, four (3) years' experience must be in collaborating on projects with multiple clients and stakeholders is desirable.

Experience working with Enterprise Resources Planning systems is required

Experience working in international organizations such as the United Nations system is desirable.

Experience wroking with applications for customer satisfaction and Microsoft 365 applications including Planner, Sharepoint, PowerBI, etc, is desirable.

Experience in data analytics or related area is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this position fluency in English and Spanish
(both spoken and written) is required.

NOTE: ‘Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand)

- While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
- Appointment for positions in the General Service category is done on a local basis. Applicants shall be recruited in the country or within commuting distance of the office, irrespective of nationality and length of time the candidate may have been in the country.
