This position is located in the Financial Policy and Internal Controls Service (FPICS) of the Finance Division (FD), Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy, and Compliance (DMSPC). The Senior Finance & Budget Officer reports to the Chief of Service, FPICS.
The Finance Division is responsible for securing the financing of the Organization’s expenses, pursuant to Article 17 of the Charter of the United Nations, and to ensure sound, effective and efficient integrated financial management of and reporting on United Nations resources, supported by a strong internal control environment. FPICS leads the Secretariat-wide implementation of the internal control framework and adapts the internal controls and financial policies needed to ensure prudent management of resources within a framework of decentralized delegation of authority.
Within delegated authority, the Senior Finance and Budget Officer will be responsible for the following duties:
Budget administration:
• Monitors expenditures to ensure that they remain within authorized levels.
Finance:
• Undertakes special reviews of operational objectives and related financial policies and procedures affecting the Organization's financial systems. Takes the lead in designing policy options for the improvement of efficiency and the containment of costs, and for strengthening of internal controls.
• Directs the development and implementation of risks mitigation plans to address internal control weaknesses. Provides authoritative advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to UN Financial Regulations and Rules, Staff Regulations and Rules, Administrative Instructions, Bulletins and Circulars.
• Supports the development of policies aimed at providing a simplified and streamlined procurement process by setting out the authority, responsibility and standards forming the procurement framework.
General:
• Provides advice and guidance, including training, to Headquarters and field staff on financial policies and procedures.
• Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming, financial and budgetary issues.
• Keeps up to date on documents/reports/guidelines that have a bearing on matters related to finance, budget, and procurement, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
• Prepares reports on procurement and related issues for presentation to the United Nations General Assembly and supports consideration of such reports through the intergovernmental bodies process.
• Reviews and analyses financial and procurement policies and procedures, makes recommendations for changes and/or modifications.
• Ensures the integrity of financial and management systems and the controls that underpin them.
• Represents the Secretary-General in meetings of legislative organs; represents OPPFB or Division in inter and intra-departmental meetings.
• Performs other related duties, as assigned.

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, finance or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 10 years of progressively responsible experience in finance, administration, budget, business administration, procurement or related area is required.
Experience in policy formulation relating to financial management and procurement is required.
Experience with financial systems including financial modules of enterprise resource planning (ERP) systems such as SAP is desirable.
Experience in the UN system or comparable international organization is desirable.
Experience in working with the senior management, such as the Controller or Heads of Finance, in an international organization or comparable setting is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is temporarily available for nine months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• The renewal of assignment thereof is subject to the availability of the post or funds, budgetary approval or extension of the mandate.
