Org. Setting and Reporting

The Technical Co-operation Bureau (TCB) is responsible for the execution of ICAO’s Technical Co-operation Programme (TCP), providing technical support to ICAO Member States, through Technical Co-operation (TC) projects, funded by the State, multi-lateral, bilateral and other donor-funded mechanisms, in all matters relating to the development of safe, secure and environmentally friendly civil aviation. TCB also undertakes Technical Assistance (TA) projects, specifically referred to TCB by the Secretariat’s Regular Programme. It also assists States in identifying and formulating regional, State, inter-State and fellowship programmes.

The Technical Support & Quality Assurance Section (TSQAS), is responsible for fulfilling in a timely and efficient manner, the development of technical requirements and specifications for the procurement of goods and services as well as for providing support on project quality assurance during their implementation for projects which arise from technical cooperation projects in line with ICAO’s procurement rules and regulations. The TSQAS is also responsible for providing technical support and assistance to the Technical Cooperation Bureau in defining project requirements.

Supporting staff members and managers, in terms of technical policy, is an essential feature to TCB. The proper application of regulations and management of technical policy and activities, whether in procurement, field operations, or field personnel is key to delivering a consistent and a high quality service in these areas in a transparent and efficient manner.

The incumbent reports directly to the Deputy Director, TCB, with whom s/he consults on complex technical issues. As Chief, TSQAS, the incumbent directly supervises the Head, Technical Support Unit (TSU) and the Head, Technical Quality Assurance & Compliance Unit (TQACU). The supervisory level includes technical supervision, coaching and training, as well as performance evaluation, delegation and distribution of tasks and decisions on priorities.


Function 1 (incl. Expected results)
Plans and implements strategies and programmes for the management of TCB’s technical activities, achieving results such as:
• Establish strategy and priorities, and guide the overall activities of pre-contract (TSU) and post-contract (TQACU) Units.
• Provide leadership in support of the implementation of Technical Cooperation and Technical Assistance implementation support strategies.
• Proactively identify/develop technology and solutions to the current and potential needs of ICAO member states, in collaboration with other ICAO Bureaux.
• Define measurable key performance indicators for the Section’s activities and ensure the achievement of defined SLAs.
• Provide critical business intelligence on overall industry trends and emerging issues in the areas TCB assists States, to position the Bureau to proactively anticipate, plan and meet States’ needs.
• Provide implementation support Quality Assurance and Compliance services, which cover the primary stakeholder interests (business, user and supplier), independent of the project manager to the project board.

Function 2 (incl. Expected results)
Leads, supervises and manages the Operational Plan for the Technical Support & Quality Assurance Section (TSQAS), achieving results such as:
• Exercise overall management responsibilities, including planning, supervising and ensuring the implementation of the operational plans.
• Coordinate and oversee the preparation and effective disbursement of the Technical Support Services (TSS) budget for the Section.
• Direct and manage TCB’s technical support services, including the development, strategy execution of technical activities; coordinate and enforce standards, procedures and guidelines.
• Influence, facilitate and lead the development and implementation of major TC or TA implementation support initiatives, ensuring organization-wide approaches.
• Ensure adherence to policies, procedures and standards (such as the Procurement Code and ISO procedures) in all the Section’s activities.
• Ensure confidentiality and provide assistance, as well as access to technical documentations during audits and investigations related to the Section’s technical activities.

Function 3 (incl. Expected results)
Leads, supervises and manages the work and staff of the Technical Support & Quality Assurance Section (TSQAS), achieving results such as:
• Supervise and provide direction to TSQAS staff, motivating them and fostering good performance and teamwork, and evaluate staff performance.
• Organize and manage assigned technical and administrative resources to provide timely and effective service delivery, identifying and addressing gaps.
• Define work strategies for the Section to ensure comprehensive provision of documentation and support services.
• Establish, monitor, and report on work and annual performance plans for staff, ensuring appropriate distribution of tasks and adjusting priorities as required to meet operational needs.
• Design and implement coaching and training strategies to enhance staff capabilities, productivity and performance.
• Supervise and oversee the activities of the Technical Support and Technical Quality Assurance & Compliance Unit Heads to ensure efficient and timely delivery of through effective workload analysis and capacity assessment.
• Propose improvements to the technical aspects of the TCB operating rules, regulations and policies.
• Prepare regular periodic statistical reports and analyze issues and trends for decision making by the senior management.
• Chair or participate in technical meetings and working groups held inside and outside ICAO in order to support and promote TCB activities.

Function 4 (incl. Expected results)
Provides Quality Assurance activities for diversified implementation support portfolio, achieving results such as:
• Assist the Field Operations Section (FOS) to develop the business case
• Advise FOS on the selection of project management team members advising on the risk management approach
• Provide technical support for developing and deploying new diversified implementation support products and services.
• Ensure the quality of deliverables of the implementation support portfolio.
• Verify the business case against external events and project progress.
• Ensure that the project remains aligned with the customer strategy and requirement.
• Verify that the solution continues to provide value for money periodically checking that the project remains viable.
• Verify compliance of milestone deliverables to ensure that any supplier and contractor payments are authorized
• Review issues and risks by assessing their impact on the business case.
• Monitor management stage and project progress against the agreed tolerances.

Function 5 (incl. Expected results)
Carries out internal and external liaison activities, achieving results such as:
• Under the guidance of the Deputy Director (DD/TCB) of TCB, establish and maintain contacts with Subject Matter Experts and senior managers in other Bureaus, Regional Offices and field projects.
• Coordinate and manage, through DD/TCB, with Civil Aviation entities, National Technical Staff, representatives of suppliers of goods and services at different levels as related to TCB Projects.
• Provide guidance, advice, explanations and improvements on policies and procedures related to technical aspects by analyzing statistical data, establishing clear issues and trends in the activities of the Section.
• Provide input on briefing/debriefing for TCB implementation support activities technical requirements and aspects.
• Brief/debrief technical consultants prior to, and upon completion of their assignment, and evaluate their performance.

Professionalism: Knowledge of ICAO functions, standards and recommended practices (Annexes 1 through 18), organization and international activities in developing and implementation of standards and recommended practices in areas related to flight operations, airworthiness, communication, navigation, surveillance and air traffic control, in particular the Aviation Systems Block Upgrade (ASBU) framework. Strong Project Management skills in the implementation of complex projects in the Air Transport Industry (ATI). Ability to clearly oversee the development of high standard technical documentation including project and programme documents, specifications, terms of reference, evaluation criteria, mission reports, and acceptance reports. • A first-level university degree in engineering, aeronautical engineering, electrical engineering, computer/IT engineering, or in a related field is required.
• An advanced-level university degree (Master’s Degree or academic equivalent) in business administration, engineering or information technology or project management is desirable.
• Project Management certification (PMP or PRINCE 2) is desirable.
• Procurement, Public Procurement or Supply Management certification (such as CIPS or CPSM) is desirable.

Work Experience

• A minimum of ten (10) years of progressively responsible professional experience in civil aviation, with particular experience in developing terms of reference and specifications for procuring civil aviation goods and services and conducting technical evaluations, including experience in private industry and/or government or international organizations is required.

• Proven experience in implementation of complex civil aviation (CNS/ATM, Airports, etc.) projects that include both operational and technical aspects, as well as on-site project management requirements is required.

• Experience in an international public environment dealing with complex technical aviation activities is desirable.


Fluent reading, writing and speaking abilities in English is required.
A working knowledge of Spanish is desirable.
A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian) is desirable.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
