Duties and Responsibilities

This Individual Contractor position is located in the External Partnerships Section of the Special Projects and Innovations Branch (SPIB) of the United Nations Office of Counter-Terrorism, in New York. The Programme Officer, External Partnerships will report to the Chief of Section.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The Office’s Special Projects and Innovation Branch’s External Partnerships Sections (EPS) is responsible for leading the conceptualization, development and implementation of technical assistance programmes that require increased coordination and partnership to better assist Member States. EPS is responsible for forging partnerships with the private sector, academia, civil society organizations, and all other relevant stakeholders to implement a “whole-of-society" approach to CT and P/CVE initiatives.

Responsibilities: Within delegated authority, the Individual Contractor will be responsible for the following duties:
• Researches and supports preparing strategic papers for the section’s partnerships with civil society organizations, the private sector, public sector, interregional organizations, and academia.
• Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in the office and elsewhere in the Secretariat.
• Participates in the development, implementation and evaluation of strategic partnerships and reviews relevant documents and reports; helps identify problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in a social science discipline such as international relations, public policy, political science, law, business administration, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of experience in building and coordinating partnerships including with civil society, private sector, and academia is required. Experience in counter-terrorism is required.

Languages

Fluency in English. Knowledge of another UN official language is an advantage.
